At the working session, leaders of Vietnam National Coal - Mineral Industries Holding Corporation Limited reported on the production and business situation; representatives of the Government reported on the restructuring orientation of Vietnam National Coal - Mineral Industries Holding Corporation Limited; representatives of leaders of agencies spoke.
Concluding the working session, General Secretary and President To Lam emphasized that Vietnam National Coal - Mineral Industries Holding Corporation Limited has maintained its role as a core state-owned economic group, making practical contributions to macroeconomic stability, energy security, raw material security, contributing to the state budget and the jobs of workers.
Highly appreciating and praising the efforts of the group and generations of leaders and employees of Vietnam National Coal - Mineral Industries Holding Corporation in the past time, the General Secretary and President also pointed out some limitations and bottlenecks that need to be overcome soon.
General Secretary and President clearly stated Resolution No. 79-NQ/TW, dated January 6, 2026 of the Politburo on state economic development has set higher requirements for state economic groups, which is not only to hold essential fields but also to be pioneers in leading industrialization and modernization, taking science and technology, innovation, digital transformation and modern governance as driving forces.
For Vietnam National Coal - Mineral Industries Holding Corporation Limited, this is a direct requirement in the process of development and restructuring. With the role of managing large mineral resources, ensuring energy security and raw material security, the group must take the lead in technological innovation, digital transformation, green transformation, circular economy and using resources more efficiently.
To make the restructuring process truly change the development model of Vietnam National Coal - Mineral Industries Holding Corporation Limited, the General Secretary and President requested to urgently complete the Project on restructuring Vietnam National Coal - Mineral Industries Holding Corporation Limited in the period 2026-2030 in a substantive and focused direction.
The project must closely follow Resolution No. 79-NQ/TW, Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation; planning on energy, minerals and green transformation requirements; building a green, modern, and sustainable mining industry; reviewing each sector, unit, and project to clearly identify capital holding, consolidation and merger, cooperation, divestment or termination of operations; continue to rearrange to focus resources on priority sectors.
The spirit is that state resources must be focused on core areas, key projects that are effective, have spillover effects and strategic significance.
The project needs to clearly define the goals, roadmap, responsibilities, and results measured by productivity, capital efficiency and technological capacity, streamlined apparatus and high competitiveness. Restructuring must clarify the effectiveness of each field, project and member unit.

General Secretary and President emphasized the need to reposition Vietnam National Coal - Mineral Industries Holding Corporation Limited into a modern energy and material industry group; in the immediate future, it is necessary to ensure sufficient coal for the economy, proactively import, mix, store, and exploit domestically safely, economically, and efficiently.
Diversify imported coal supply sources; must create breakthroughs in science and technology and digital transformation and labor productivity, to achieve high efficiency, reduce emissions, and reduce environmental impact. Restructure investment and finance, expand development cooperation, and improve management capacity.
The General Secretary and President requested to put safety and the lives of workers at the center, linking resource exploitation with environmental restoration and sustainable development in the locality. Along with that, it is necessary to take care of housing, health, welfare, working conditions and career opportunities. Especially paying attention to training and recruitment, training and retaining miners, promoting mechanization and automation to reduce labor at heavy and dangerous positions.
Vietnam National Coal - Mineral Industries Holding Corporation Limited must also promote the circular economy, considering soil, waste rock, mine wastewater, mine gas, ash, slag and red mud as secondary resources for reuse and reduction of emissions. Mining activities must be associated with livelihood transformation, infrastructure development and creating a long-term economic foundation for localities after mining.
General Secretary and President emphasized building a clean and strong Party Committee of Vietnam National Coal - Mineral Industries Holding Corporation Limited, with high capacity, capable of leading a strategic state-owned economic group.
The leadership role of the Party must be shown in choosing the right strategy, building a contingent of cadres with sufficient qualities and capacity, controlling power and preventing and combating corruption and wastefulness. The Party Committee cannot replace management but must ensure that major decisions are in accordance with legal policies and common interests.
Leading cadres must have political bravery, responsibility for national assets and modern management capacity, strategic thinking, dare to think, dare to do, dare to take responsibility for the common good. Pay attention to building a team of experts, scientists, engineers and highly skilled technical workers to meet the development requirements of a modern state-owned economic group.
The Government Party Committee and Government leaders direct ministries and sectors to urgently remove obstacles for the group.
The General Secretary and President noted that Vietnam National Coal - Mineral Industries Holding Corporation Limited is facing a turning point, with a very large demand for energy and raw materials. But energy transition, emission reduction, technological progress and strategic mineral competition are fundamentally changing the operating environment.
If the old approach continues, the group can achieve immediate goals but it is difficult to build long-term competitiveness. If determined to innovate, the group has enough foundation to become a modern energy and mineral industry group, playing a core role in ensuring energy security, material security and building a self-reliant industry.
Each cadre, party member, and worker must clearly recognize that resources are national assets of the people and future generations. Each ton of coal, each ton of ore must be used more economically, creating higher value, and reducing environmental impacts.
Emphasizing that the tradition of "Discipline and Unity" in the new period must be expressed by technological discipline, investment, finance, safety, environment and consensus in innovation, the General Secretary and President believes that Vietnam National Coal - Mineral Industries Holding Corporation Limited will restructure substantially, develop rapidly and sustainably, meeting the requirements of being a core state-owned economic group, a pillar of the national energy industry and security.
