Speaking at the Hanoi City Key Cadre Conference on the afternoon of November 10, Hanoi Party Secretary Nguyen Duy Ngoc said that the Politburo's trust in assigning Mr. Nguyen Duc Trung the responsibility demonstrated the recognition of his qualities, capacity, prestige and achievements in practical work.
At the same time, it demonstrates the determination of the Central Government in building a team of cadres to meet the requirements of the Capital's tasks in conjunction with the implementation of the policy of arranging Chairmen of People's Committees of provinces and cities who are not local people.
The Secretary of the Hanoi Party Committee said that Mr. Nguyen Duc Trung is a well-trained cadre, having held many positions at the central and local levels, with innovative thinking, working methods, determination, being profound at the grassroots level, daring to think, daring to do and daring to take responsibility; always completing assigned tasks well, making important contributions to the overall achievements and results of the locality, agency and unit.

Secretary of the Hanoi Party Committee Nguyen Duy Ngoc requested the Executive Committee, the Standing Committee of the City Party Committee, leaders at all levels and sectors of the city to continue to promote the spirit of solidarity, unity, and accompany Mr. Nguyen Duc Trung in leading and directing the implementation of political tasks and socio-economic development of Hanoi.
Regarding the implementation of specific tasks, the Secretary of the Hanoi Party Committee requested that the entire political system of the city focus on reviewing the action program to implement the Resolution of the 18th Congress of the City Party Committee, associated with the motto "six clear": clear people, clear work, clear time, clear responsibilities, clear products and clear authority, in order to quickly put the Resolution into practice.
According to the Secretary of the City Party Committee, Hanoi needs to concretize and synchronously implement 9 strategic resolutions of the 13th Politburo, thoroughly grasping the action spirit of "Hanoi said to do, do quickly, do correctly, do effectively, do to the end".
The Secretary of the City Party Committee also emphasized the need to continue institutionalizing and perfecting the City's strategic document system, including Resolution No. 15-NQ/TW of the Politburo on the direction and tasks of developing the Capital, the Capital Law 2024 and two major plans.
On that basis, the city continues to develop a comprehensive plan for Hanoi's development with a long-term vision, focusing on fundamentally solving urban problems such as underground space, flooding, environmental pollution, and traffic congestion.
Emphasizing the tasks from now until the end of 2025, Secretary of the City Party Committee Nguyen Duy Ngoc requested that all levels and sectors "accelerate direction and management" to complete socio-economic development targets, especially the GRDP growth target of over 8%.
The city continues to promote the disbursement of public investment capital, remove obstacles, speed up the progress of key projects such as Tran Hung Dao bridge, renovate and embellish both sides of To Lich river...
Along with that, Hanoi must continue to promote administrative reform, decentralization, delegation of power, procedures reduction, associated with digital transformation and implementation of Resolution 57-NQ/TW of the Politburo; ensure price stability, social security, take good care of the Lunar New Year of Binh Ngo 2026 for the people, especially for policy beneficiaries and vulnerable people, while stimulating consumption and tourism at the end of the year.
Solidarity, daring to think, daring to do for the development of Hanoi
Speaking on receiving the assignment, the new Deputy Secretary of the Hanoi Party Committee Nguyen Duc Trung affirmed that he wished to put all his heart, intelligence and strength into the assigned tasks, strive to fulfill assigned tasks, constantly practice, maintain political courage, uphold the spirit of responsibility, proactiveness, creativity, innovation, integrity in public ethics, dedication, endurance, turn pressure into motivation, be close to the grassroots, be close to the people, listen and learn from the city.
Citing the direction of General Secretary To Lam at the 18th Hanoi City Party Congress, the Deputy Secretary of the City Party Committee affirmed that the General Secretary's strategic orientations are the guiding principle for the actions of the entire Party Committee: Hanoi must create a new governance model, with the capacity to coordinate and solve urgent problems, while opening up a vision for sustainable development; must place culture, identity and creativity at the center of all development orientations, considering them as endogenous resources, the foundation for forming the will, intelligence and growth of the Capital.
"Those instructions are a reminder for us to always innovate our thinking, ways of doing things, and act decisively and effectively for the comprehensive development of the capital Hanoi," said the Deputy Secretary of the City Party Committee.
In his new position, the new Deputy Secretary of the Hanoi Party Committee affirmed that he will wholeheartedly, wholeheartedly, and make every effort to devote himself to and put the interests of the Party, People and the Capital above all.
At the same time, he pledged to join the collective leadership of the City Party Committee, headed by Secretary of the City Party Committee Nguyen Duy Ngoc, to always maintain solidarity, unity, dare to think, dare to do, dare to take responsibility, act decisively and effectively.
Deputy Secretary of the City Party Committee Nguyen Duc Trung emphasized that he will work with the City Party Committee to seriously and effectively implement the Party's guidelines, policies and resolutions, especially the 9 pillar resolutions as directed by the City Party Committee Secretary.
Along with that is the implementation of 5 development viewpoints, 43 main targets, 3 breakthroughs and 10 key task groups in the Resolution of the 18th City Party Congress and 7 tasks in the spirit of the direction of General Secretary To Lam at the 18th City Party Congress.
In that spirit, the Deputy Secretary of the City Party Committee affirmed that he will continue to work with the city's leadership to concretize and effectively implement Resolution No. 15-NQ/TW of the Politburo on the direction and tasks for the development of Hanoi Capital to 2030, vision 2045, along with the implementation of the Capital Law 2024.
In the immediate future, focus on implementing and completing at the highest level the socio-economic development goals and targets in 2025 according to the direction of the City Party Secretary and the Standing Committee of the City Party Committee.
