Increase monthly allowances by 8% for elderly and weak commune officials who have quit their jobs since July 1st

From July 1st, old and weak commune, ward, and town officials who have quit their jobs will receive an increase of 8% in monthly allowances according to new regulations of the Government.

The Ministry of Home Affairs has just issued Circular No. 12/2026 guiding the adjustment of monthly allowances for old and weak commune, ward, and town officials who have quit their jobs.

According to the circular, the subjects of application are old and weak commune, ward, and town officials who have quit their jobs and are receiving monthly allowances according to Decision 130/CP in 1975 of the Government Council and Decision 111-HDBT in 1981 of the Council of Ministers.

The adjustment is implemented according to Decree 162/2026/ND-CP of the Government on adjusting pensions, social insurance allowances and monthly allowances.

Accordingly, from July 1, the monthly allowance for elderly and weak commune officials who have quit their jobs will be increased by 8% on the allowance they are receiving in June 2026.

In addition to the general increase of 8%, cases with low benefit levels continue to be adjusted and supplemented.

Accordingly, people currently receiving a subsidy of less than 3.5 million VND/month will receive an additional increase of 300,000 VND/person/month.

In case the benefit level is from 3.5 million VND to under 3.8 million VND/month, it will be adjusted to 3.8 million VND/month.

The Circular also stipulates that from July 1st, officials who were formerly secretaries of Party committees, chairmen of Commune People's Committees, deputy secretaries, vice chairmen of People's Committees, standing members of Party committees, secretaries of People's Committees, secretaries of People's Councils, commune military commanders, commune police chiefs and other positions eligible for allowances according to regulations will receive a monthly allowance of 3.8 million VND.

The Ministry of Home Affairs said that the allowance level used as a basis for adjustment is the benefit level specified in Clause 3, Article 2 of Circular No. 08/2024 of the Ministry of Home Affairs issued on July 5, 2024.

Circular No. 12/2026 of the Ministry of Home Affairs takes effect from July 1, 2026 and replaces Circular No. 08/2024.

The People's Committees of provinces and centrally-run cities are responsible for organizing the implementation of monthly allowance payments according to new regulations for subjects under their management.
