Strong shift from management at each stage to governance
On the afternoon of August 26, in Hanoi, General Secretary and President To Lam worked with the Central Organization Committee and relevant agencies on the Project to summarize Resolution No. 26-NQ/TW, dated May 19, 2018 of the 12th Party Central Committee on focusing on building a contingent of cadres at all levels, especially strategic levels, with sufficient qualities, capacity and prestige, on par with their tasks, according to VNA.
Concluding at the working session, General Secretary and President To Lam basically agreed with the report and exchanged opinions; emphasizing that Resolution 26-NQ/TW is an important strategic decision on personnel work and building a contingent of cadres at all levels, especially strategic-level cadres, must properly assess the stature, value, results and limitations through 8 years of implementation, taking the quality of the contingent of cadres and the results of implementation as a measure to evaluate the results.
Defining the direction of building a contingent of cadres and fundamentally and comprehensively innovating cadre work in the new period, the General Secretary and President requested that the new Resolution of the 14th Central Committee must truly create a new step in thinking, institutions and methods of cadre work.
The core point is to strongly shift from managing each stage to managing, building and developing a unified, interconnected, and continuous contingent of cadres, associated with political tasks, job position organization, capacity with resource creation, training, arrangement, evaluation, remuneration and screening.
The correct process is mandatory, but the final result must be the right person, the right job, the right strength, the right training requirements and create results; it is necessary to clearly assign tasks, grant sufficient authority and ensure resources, determine responsibilities and evaluate based on qualities, capacity, products, efficiency, prestige, and level of contribution; use substantive evaluation results in development, arrangement, remuneration and screening.

Regarding the goals, by 2030, it is necessary to create fundamental and substantive changes in personnel work; basically complete the foundation on institutions, job positions, capacity frameworks, evaluation, source creation, data and personnel management. Vision to 2045, build a contingent of cadres and a management system, develop a contingent of cadres on par with the development requirements of a developed, high-income country.
Each decision on cadres must clearly define the responsibility of the proposer and introducer.
The General Secretary and President clearly stated that the evaluation, selection, use, and screening of cadres must innovate the method of assigning tasks in the direction of: clarifying goals, clarifying authority, responsibility, resources, progress, products and having a basis for verification.
The evaluation results must be used substantively in selection, planning, training, arrangement, use, commendation, discipline, policies and screening; implemented seriously, fairly, and humanely.
Creating sources, developing staff and valuing talent, it is necessary to strongly shift from closed sources to open, dynamic, multi-layered, multi-plan sources; preparing cadres early and remotely for key positions, strategic fields, new tasks, and difficult areas.
Each decision on cadres must clearly define the responsibility of the person proposing, introducing, appraising, deciding and monitoring after arrangement. Decentralization to where control to that point, power to where responsibility to that point; control power and prevention from early on, from afar.
Official data must be "correct, sufficient, clean, live", safe, updated and verified, serving management, analysis, forecasting, source detection, and risk warning.
Emphasizing that cadre work determines the quality of Party leadership, the strength of the political system and the future of the country, General Secretary and President To Lam clearly stated that the ultimate measure is not the number of regulations and procedures, but the need to choose the right people, arrange the right jobs, prepare a good successor team, value virtuous and talented people, promptly screen those who do not meet requirements and effectively control power; must maintain principles but boldly innovate, empower people associated with responsibility and power control, encourage creativity in parallel with discipline and order.
Each Party committee and Party organization, first of all the head, must be responsible for the quality of the contingent of cadres.
