Officials in any position must be close to the people and close to reality
On the morning of August 26, in Hanoi, General Secretary and President To Lam met with planning officials under the management of the Secretariat. Also attending were Politburo Member, Standing Secretary of the Secretariat Tran Cam Tu; Politburo Members, Secretariat Members, and Central Party Committee Members.
According to VNA, speaking to direct at the meeting, General Secretary and President To Lam emphasized that preparing the contingent of officials today is preparing the Party's leadership capacity for new development stages.
Planning officials under the Secretariat's management have a very important position. Many comrades directly advise, manage, coordinate, and organize implementation in key fields and localities; standing at the connection point between the Central Government and the grassroots level, between policy and action.
According to the General Secretary and President, cadres in any position must be close to the people, close to reality; not only look at life through reports and data; must know how to listen to different opinions, listen to things that are not pleasing to the ear; understand the difficulties and legitimate needs of the people and those who directly implement policies. The prestige of cadres must be verified by the actual impact of the decision on people's lives.

General Secretary and President To Lam pointed out that planning is a process of preparation, training, verification and screening; not preparing "seats" for leading cadres. It is necessary to deeply agree that being included in the new plan is only the recognition of the organization for the development prospects of cadres at a certain time.
That is not a promise of position, not the natural right to be appointed, introduced for candidacy, and certainly not the basis for forming a mentality of waiting for their turn. Prosperity must be proven and continuously verified by qualities, capacity, prestige and results.

General Secretary and President emphasized that planning must be dynamic, open but not arbitrary, not lowering standards; valuing structure but absolutely not taking structure instead of standards; not allowing relationships, local interests or beautifying dossiers to dominate selection.
The important thing is not to have a name in the plan, but how well cadres have matured after the plan. People who develop well must continue to be trained, assigned tasks, challenged and used; people with limitations must be pointed out and helped to overcome; people who stagnate, reduce their prestige, avoid responsibility or violate standards must be screened fairly, transparently, and in accordance with regulations. "Going in, going out", "going up, going down" is to maintain the quality of the team and the prestige of the Party.

The General Secretary and President requested that each cadre must turn standards into quality, capacity and verifiable results.
Each cadre needs to maintain political bravery, qualities, and morality of a Party member, being diligent, thrifty, and honest, for the common good; elevate thinking but must be particularly strong in organization and implementation; form a working style based on goals, products, results, impacts and responsibilities; know how to work in the collective, coordinate in the system, use people and develop successors; study for life, proactively take on difficult tasks and accept evaluation and screening.
The General Secretary and President requested to strongly innovate the management, training and use of cadres after planning. If cadres strive higher, the responsibilities of agencies and organizations must also be more specific and higher.
It is necessary to manage cadres through the actual development process, not just through dossiers. Consider assigning tasks, training, fostering and rotation as the main tools for forming and testing capacity.
The head, the introducing collective and the advisory body must be responsible for commenting, evaluating and quality of the proposed cadre source.
The General Secretary and President also noted that the source of planning must be truly open and dynamic; the use and protection of cadres must go hand in hand with power control and screening. It is necessary to protect cadres who have pure motives, dare to innovate for the common good, work based on grounds, are transparent and responsible; but protection is not about covering up violations, encouraging creativity is not about accepting arbitrariness.
The General Secretary and President noted that it is necessary to prepare a good contingent of cadres under the Secretariat's management not only to have replacement sources when needed, but also to ensure continuous, solid inheritance and development in the Party's leadership and ruling capacity; so that each decision of the Central Government can be transformed faster and more fully into results in practice.
