Ensuring "enough schools, enough classes, enough teachers
On the morning of August 25, at the Party Central Committee Headquarters, General Secretary and President To Lam chaired a working session with relevant agencies on assessing the results of 1 year of implementing Resolution 71-NQ/TW of the Politburo on breakthroughs in education and training development, according to VNA.
After listening to the Report of the Party Committee of the Ministry of Education and Training and the exchanged opinions, concluding the working session, General Secretary and President To Lam emphasized that Resolution 71-NQ/TW sets out the requirement not only to continue "fundamental and comprehensive innovation", but also to create a breakthrough in education and training development; to strongly shift to organizing implementation and creating substantial results.
General Secretary and President To Lam clearly stated that it is necessary to focus on ensuring essential conditions for education, first of all to achieve the goal of "enough schools, enough classes, enough teachers". The Government, the Ministry of Education and Training and localities must have a specific roadmap, clearly defining responsibilities and deadlines to gradually fundamentally solve the shortages in schools, classes, and teachers.
The common goal is not to let any student be limited in learning opportunities due to lack of schools, lack of classes, lack of teachers; not to let the quality of education and the future of a child depend too much on where he was born and raised.

The General Secretary and President requested that a substantive innovation must be created from within the Education sector. The Education sector must respond to the concern of the Party and State with a profound self-innovation, from school governance, teaching staff to content, teaching and learning methods, exams, tests, and assessments.
The ultimate goal of education is not the scores, degrees or rankings of the school, but how to educate people; to better implement the requirements of comprehensive education of morality - intellect - physique - aesthetics; focusing on morality, personality, physical and mental health, culture, history, and art.
At the same time, develop digital capacity, foreign languages, STEM, scientific thinking, creative capacity and adaptability; continue to assess the actual implementation of the 2018 General Education Program; promptly review and adjust contents that reveal inadequacies.
Rectify violations and negativity in education; must implement the motto "teacher is teacher, student is student"; resolutely rectify achievement disease, cheating in learning and exams, and distorted tutoring - extra classes.
Education takes a step ahead to prepare human resources and talents for the country
General Secretary and President emphasized that education must go one step ahead to prepare human resources and talents for the future of the country. Rapidly improve the skill level of the labor force when the proportion of workers with degrees and certificates is still low; train a team of elite human resources, strategic technology human resources for areas that determine the competitiveness of the country in the future; must form a linkage chain: forecasting human resource needs - enrollment - training - research - businesses - jobs.
General Secretary and President noted the strong promotion of digital transformation and artificial intelligence, but technology must be placed in the right position: technology serving education, not replacing the nature of education.
Educational data must be considered a strategic infrastructure to innovate education governance and develop national human resources; urgently build and complete student data and national diploma databases "correct, sufficient, clean, living, unified, shared"; towards forming a lifelong digital learning record of each citizen;
Educational data must help the State "diagnose" the quality of education and national human resources, serve streaming, career orientation, enrollment, human resource demand forecasting and policy planning based on data, instead of mainly relying on reports.
On September 5, the whole country entered the 2026-2027 school year - the first school year after the 14th Party Congress, the General Secretary and President emphasized that the Education sector considers this not simply the beginning of a new school year, but a milestone in changing the status in implementing Resolution 71-NQ/TW: From creating a foundation for innovation to creating substantive innovation.
