Dear comrade, what is the spirit and requirements for implementing the work of collecting people's opinions on the draft documents submitted to the 14th Party Congress to ensure the promotion of collective wisdom, closely reflecting the reality and aspirations of the people?
Comrade Pham Tat Thang: The documents submitted to the 14th Party Congress not only summarize the development journey of the past 5 years, determine directions, goals, tasks, and key solutions in the coming term, but also shape strategic thinking, vision and development orientation of the country to the mid-21st century. Placing in that requirement, the work of collecting opinions and receiving contributions from cadres, party members and people from all walks of life is an important political task that the Politburo pays special attention to and closely directs. Closely following the directives and conclusions of the Politburo, the Secretariat, the Central Propaganda and Mass Mobilization Committee has established the Central Steering Committee and the Working Group to grasp the situation of the people and public opinion on Party congresses at all levels; organize the collection of opinions and summarize contributions from cadres, party members and the People into the draft documents of the 14th Party Congress (Steering Committee); and at the same time, issue many directing, guiding, inspection, and urging documents to effectively implement and widely spread the spirit of democracy, promote
The work of collecting people's opinions on draft documents submitted to the 14th Party Congress is implemented with the spirit of promoting democracy, respecting people's opinions, mobilizing the wisdom of the entire Party, people, and army to ensure that documents reflect the aspirations, wishes, and proposals of the people. The requirement throughout the opinion collection period is to fully and objectively reflect the concerns, expectations, and enthusiasm of the people about the direction of national development.
In the process of implementation, the Steering Committee has deployed the collection of opinions to all agencies, organizations, and localities; many new and creative ways to expand access, mobilize intelligence and enthusiasm from all classes of people at home and abroad to participate in contributing opinions to the draft documents. Notably, the Central Propaganda and Mass Mobilization Committee has deployed the collection of opinions on draft documents through an online system nationwide. In order to attract the attention and enthusiastic participation of the young generation, the Committee has coordinated with organizations and units to deploy the collection of people's opinions by providing QR codes and links at Noi Bai, Tan Son Nhat, Da Nang, Phu Bai, Cam Ranh airports and at 1,200 locations belonging to the Highlands cafe system nationwide. Nhan Dan Newspaper in coordination with Vietnam Post Corporation has deployed a program to bring draft documents to 7,461 commune cultural post offices.
In addition, the Central Propaganda and Mass Mobilization Committee, which is directly the Steering Committee, has promoted good experiences and practices in many previous terms to gather enthusiastic opinions on draft documents submitted to the XIV Congress from the Vietnamese community abroad through focal points such as embassies, representative agencies, branches and mass organizations, in many forms such as online seminars, seminars, contribution sessions at embassies, social networks and via email. Thanks to the synchronous implementation of these practices, many enthusiastic and responsible opinions from overseas Vietnamese have been sent back, showing deep commitment to the cause of building and developing the country.
According to you, what highlights does the work of receiving contributions this time have that clearly demonstrate the spirit of promoting democracy and the wisdom of the entire Party and people compared to previous Congresses?
Comrade Pham Tat Thang: Compared to previous terms, the period of collecting people's opinions on the Draft Documents submitted to the 14th Party Congress shows a breakthrough development in both form, method, quantity and quality. Thanks to that, nearly 5 million officials, party members and people contributed nearly 14 million heartfelt and responsible opinions to the draft documents. The draft documents submitted to the 14th Party Congress were prepared very early, with a laborious and methodical construction process and continuously updated in nearly the last two years of the term. The Subcommittee on Documents mobilized and gathered thousands of scientists and experts from universities, research institutes, and people's organizations, organizing many seminars and workshops, and exchanging opinions on each issue. This is an important basis for us to gain experience and lessons, thereby effectively implementing the work of collecting widespread opinions and receiving contributions from officials, party members and people from all walks of life with the draft documents submitted to the 14th Party Congress in the past time.
The reception of opinions from cadres, party members and the People is carried out seriously in the spirit of listening and receptiveness. Especially when we have received a very large volume of opinions, many intellectual and sharp opinions, showing that people are truly interested and responsible for the important work of the Party and the country. The highlight is the spirit of receptiveness, listening and respect for people's opinions placed at the center (opinions, whether unanimous or different, are respectfully received, thoroughly analyzed in a scientific, objective and highly responsible spirit with national and ethnic interests). The reception method is organized methodically, closely, and scientifically. A noteworthy highlight is the requirement to closely link the reception with feasibility and effectiveness of implementation organization.
The new point of this work compared to previous Congresses is that we have the support of technology and, more importantly, the method of classifying and selecting opinions methodically and scientifically. Accordingly, the Central Propaganda and Mass Mobilization Committee has soon researched and issued Guidance No. 18-HD/BTGDVTW-BCD dated July 3, 2025 on organizing the collection of opinions and summarizing contributions of cadres, party members and people to the draft documents submitted to the 14th National Party Congress. Emphasizing that the opinions of cadres, party members and people must be fully, accurately, and objectively summarized, the Steering Committee has issued a sample report summarizing contributions with structure, items, and details; attached with appendices to the discussion and contribution content and appendices to specific contributions. In addition, the Steering Committee has assigned the Department of Social Opinion Research to be the focal point ready to advise and support information by calling, texting via telephone, email.
Thanks to the synchronous and scientific way of doing things, many quality opinions on the draft Political Report, evaluating the results of implementing the 13th National Congress Resolution, the country's roadmap after 40 years of renovation as well as 13 national development orientations for the period 2026-2030 have been seriously received, reported to the Politburo and transferred to the Document Subcommittee for research, selection, and completion. All comments are fully collected, scientifically classified, objectively summarized, according to each document, each group of major issues; and are promptly reported to the Document Subcommittee for research and acceptance with the spirit: any opinions that are valid, have a theoretical and practical basis, and are suitable for national and ethnic interests are maximally accepted; the contents that are still different are all analyzed, clarified, and explained seriously. The process of acceptance not only stops at editing words, but also contributes to clarifying development thinking, completing the content, raising the aspiration and strategic vision of the documents.
