Historical practice shows that each period of strong national development is associated with brilliant cultural development. In the revolutionary leadership process, our Party always focused on developing Vietnamese culture and people, inheriting and promoting the traditional cultural values of the nation, selectively absorbing the quintessence of world culture. In the period of national renovation, thinking and awareness of the role of culture continue to have new development steps. Institutions and policies are concerned and gradually improved. Investment resources for cultural development are strengthened. The cultural industry is on the rise. Cultural values are deeply ingrained in all aspects of social life, arousing patriotism, strengthening faith and the strength of national unity. International cultural integration is increasingly expanded, contributing to improving the quality of life and social security.
However, the cause of building and developing Vietnamese culture and people is still limited, inadequate and faces many difficulties and challenges. The awareness of the position and role of culture is not comprehensive and deep. The institutionalization of the Party's guidelines and policies into the State's policies and laws is still slow, not synchronized, and lacks breakthroughs. The cultural environment is not truly healthy, and social ethics still shows degradation and loss of identity. Investment in culture is still low and spread; resources mainly rely on the state budget. Cultural human resources have many shortcomings. Mechanisms and policies have not fully promoted the creativity of subjects, especially intellectuals and artists. The level of cultural access and enjoyment of people is still uneven between regions, regions, and localities. Some physical and intangible cultural heritages are degraded and have not been thoroughly overcome. Culture must go ahead and see the way, imbue each development policy, and promote humanistic values and social ethical standards. Building and developing culture must truly become a solid foundation, the internal strength of the nation and the regulatory system for rapid and sustainable development of the country, towards the goal of 100 years of Party establishment and 100 years of State establishment; affirming the principle of national integrity.
From the above situation, the Politburo requests to focus on thoroughly grasping and drastically, synchronously, and effectively implementing the following contents:

1. Cultural and human development is an important foundation, indigenous resource, great driving force, pillar, regulatory system for rapid and sustainable development of the country. Cultural values must be closely and harmoniously linked, deeply ingrained in the entire social life, from politics, economy, society, environment to national defense, security, foreign affairs, truly becoming the soft power of the nation in the new era.
2. Developing culture for the perfection of socialist human character in the new era and building people to develop culture. Creating a humane, healthy, civilized, and modern cultural environment. Comprehensively developing Vietnamese culture and people on the foundation of national value system, cultural value system, family value system and Vietnamese standards; promoting patriotism, bravery, intelligence, national self-reliance and self-strengthening spirit, promoting morality, talent, creativity and aspiration to contribute to the prosperity, civilization, and happiness of the People and the strong development of the Vietnamese nation in the new era.
3. Deploy close coordination mechanisms between cultural communication, diplomacy and export of cultural industrial products and services, build national brands for cultural - creative products and services bearing Vietnamese identity; export cultural products and services with global competitiveness (cinema, music, fine arts, cultural tourism, design, fashion, traditional handicrafts, electronic games, cuisine and digital software/content...). Build and shape brands, goods, and products of Vietnam with unique cultural values (such as durability, beauty, greenness, humanity...). Promote the value of cultural heritage recognized and registered by UNESCO to promote the image of the country and people of Vietnam, contributing to enhancing the overall strength of the nation.
- Build a communication strategy to promote the image of Vietnam abroad, taking culture as the foundation, pillar, spreading the image, country, and people of Vietnam as a country rich in cultural and human identity, responsible, making positive contributions to the flow of civilization of humanity. Deploy comprehensive multimedia communication campaigns, multi-platform, multilingual, effectively using television, press, social networks and online platforms; prioritize organization in countries that are comprehensive strategic partners, strategic partners, areas with a large number of Vietnamese people living abroad, synchronized with important markets of Vietnamese trade and tourism. Cooperate with influential people and global content creators to reach audiences in the region and around the world, develop a network of "cultural ambassadors". Support/sponsor translation and publishing of Vietnamese literary and cultural works abroad in many languages and create favorable conditions to introduce foreign language publications in Vietnam.
IV- IMPLEMENTATION ORGANIZATION
1. Establish the Central Steering Committee for Cultural Development of Vietnam, headed by the Standing Secretary of the Secretariat; the composition includes leaders of relevant agencies to direct and supervise regularly, and organize the comprehensive and effective implementation of the contents of the Resolution.
2. The National Assembly Party Committee leads and directs the review and improvement of laws on Vietnamese cultural development; strengthens supervision of implementation according to regulations.
3. Party Committee of the Government: (1) Coordinate with the Party Committee of the National Assembly to promptly institutionalize and fully implement the guidelines and policies stated in this Resolution and allocate sufficient resources to implement and promulgate the Resolution of the National Assembly on the development of Vietnamese culture in the 2nd Session, 16th National Assembly with specific, feasible, and effective preferential mechanisms and policies. (2) Direct the development and submission to the National Assembly for promulgation of mechanisms, policies, and solutions not specifically mentioned in part III above to effectively implement the viewpoints and objectives of this Resolution; develop an Action Program to implement the Resolution. (3) Direct the Party Committee of the Ministry of Culture, Sports and Tourism to prepare documents; coordinate with the Central Propaganda and Mass Mobilization Committee to advise on organizing a National Conference to thoroughly grasp and implement the Resolution.
4. The Party Committee of the Fatherland Front and central mass organizations lead and direct the development of programs and plans to guide and mobilize people to implement the Resolution; promote the role of supervision and social criticism; participate in building and perfecting laws, mechanisms, and policies on Vietnamese cultural development.
5. The Central Propaganda and Mass Mobilization Committee shall preside over and coordinate with the Party Committee of the Ministry of Culture, Sports and Tourism, and relevant agencies to advise the Politburo and the Secretariat to organize the dissemination, propaganda, education, and widespread dissemination of the content of the Unified Resolution throughout the political system.
6. Provincial and city Party committees lead and direct the thorough grasp and implementation of the Resolution; ensure sufficient resources for cultural development, strengthen inspection and supervision of the Resolution implementation process in localities.
7. The Government Party Committee shall preside over and coordinate with the Central Propaganda and Mass Mobilization Committee, the Central Policy and Strategy Committee, and the Party Central Committee Office to monitor and evaluate the results of the Resolution's implementation; establish a mechanism for monitoring, supervising, inspecting, and evaluating the implementation of the Resolution in the direction of managing results with sets of indicators associated with each goal, roadmap to 2030 and vision to 2045, and report to the Politburo for direction.
