The Steering Committee for summarizing the implementation of Resolution No. 18-NQ/TW of the Government has just issued Document No. 05/CV-BCDTKNQ18 to localities, providing guidance on supplementing and completing the plan to reorganize specialized agencies under the People's Committees at the provincial and district levels.
According to the Government's suggestion, the names of many specialized agencies under the provincial People's Committee will remain the same after the merger.
Keep the name of the Department of Finance after merging the Department of Planning and Investment with the Department of Finance.
Keep the name of the Department of Home Affairs after merging the Department of Labor, War Invalids and Social Affairs with the Department of Home Affairs.
Keep the name of the Department of Construction after merging the Department of Transport and the Department of Construction.
The name of the Department of Construction was also retained when the Department of Planning and Architecture was merged into the Department of Construction.
Keep the name of the Department of Science and Technology after merging the Department of Information and Communications into the Department of Science and Technology;
Maintain the name of the Department of Culture, Sports and Tourism after taking over the State management function of press and publishing from the Department of Information and Communications.
Establish the Department of Ethnic Minorities and Religions on the basis of the Ethnic Minorities Committee receiving additional functions, tasks, and organization of the State management apparatus on religion from the Department of Home Affairs.
Other departments and branches such as: Department of Agriculture and Environment, Department of Foreign Affairs, Department of Health, Department of Education and Training, Department of Justice, Department of Industry and Trade, Provincial People's Committee Office, Provincial Inspectorate; Department of Tourism; Department of Planning and Architecture (Hanoi and Ho Chi Minh City); Department of Food Safety (in centrally-run cities) will keep their names as directed by the Government's Steering Committee.
The functions and tasks of State management on social protection, children, and prevention and control of social evils were transferred from the Department of Labor, War Invalids and Social Affairs to the Department of Health; the work of protecting and taking care of the health of provincial and municipal officials was transferred to the Provincial Party Committee's Organization Board.
Along with that, the Government is orienting to transfer the tasks of State management on drug addiction treatment and post-treatment management, on criminal records and implementation of public services of issuing criminal records, on testing, issuing driving licenses... to the Public Security of provinces and centrally-run cities.
The task of State management of network information safety and security from the Department of Information and Communications has also been transferred to the Public Security of provinces and centrally-run cities, according to the Government's direction.
The Government Steering Committee requested that immediately after the closing of the National Assembly Session, the Provincial Party Committee and Provincial People's Committee announce decisions on the organization of specialized agencies under the Provincial People's Committee to operate immediately, without legal gaps, continuously, effectively and efficiently.
