The General Secretary said that the Government has submitted a Project to reorganize and streamline the Government apparatus in accordance with the Central Committee's direction and the spirit of Resolution No. 18-NQ/TW.
In 2025, the General Secretary emphasized that the top priority is to streamline the organizational apparatus of the Political System in the direction of "Refined - Lean - Strong - Effective - Efficient - Effective".
This is not just about cuts but also requires extensive reform of state governance, transparency, and promoting decentralization and delegation of power in administration, economy, finance - budget, and resource management.

The State must protect legitimate property rights and the right to freedom of business.
National digital transformation needs to be accelerated, digital economy developed and connections between government, businesses and people strengthened. Priority should be given to resolving wasted resources, such as suspended planning, projects stuck in procedures, unused public land, disputed assets and protracted cases.
Implementing the policy of "contracting growth" in both quantity and quality to localities along with promoting decentralization and delegation of power to create dynamism and creativity for localities to find their own mechanisms, policies and solutions to achieve double-digit growth, contributing to the economic growth of the whole country...
Promote 5G commercialization and 6G technology research, develop telecommunications satellites and upgrade national telecommunications backbone infrastructure.
In particular, strengthen research and implement programs to effectively exploit outer space, sea space and underground space to open up new economic development opportunities and increase scientific and technological research and development capacity, protect resources and national sovereignty.
