Minister of Construction Nguyen Thanh Nghi stated this information in his speech at the conference to review the work in 2024 and deploy tasks in 2025 of the Government and local authorities this morning (January 8).
The Minister of Construction said that, strictly implementing the policies of the Party Central Committee, the Politburo and the Government on streamlining the apparatus and operating effectively and efficiently, the Ministry of Construction has summarized Resolution 18-NQ/TW, together with the Ministry of Transport, completed the content of the Project to merge the two ministries and submitted it to the Government.
According to Minister Nguyen Thanh Nghi, the Party Committee of the Ministry of Construction clearly identified this as an especially important, difficult, complicated, and sensitive task.
Therefore, each leader, cadre, and party member, especially the head, must be exemplary and resolute in the implementation process, closely following the Party's principles, political platform, Party regulations, Constitution, laws and practices; seriously grasp the direction of the Central Committee and the Government;
At the same time, grasp the thoughts and aspirations and do a good job of ideological work for cadres, civil servants, public employees, and workers, creating high consensus and unity, working together for the common political cause and tasks; believing that unity is strength.
According to Mr. Nguyen Thanh Nghi, the organization and apparatus arrangement must be associated with strong decentralization and delegation of power to localities. After the arrangement, the apparatus must operate smoothly, effectively, efficiently, and with better performance than before; no areas of state management must be left vacant according to functions and tasks; no overlapping functions and tasks; no work congestion, causing inconvenience to people and businesses.
"The officials, civil servants, public employees and workers of the Ministry of Construction have high consensus, determination to carry out and, regardless of their position, strive to complete well the assigned tasks" - the speech of the Minister of Construction stated.
Regarding the direction and tasks for 2025, the Minister of Construction said that the Construction Industry will continue to be proactive and focused to ensure the completion of the set goals, especially the tasks in the Development Strategies approved by the Prime Minister.
Accordingly, the Construction industry focuses on implementing the following tasks:
Firstly, focus on building and perfecting legal institutions and organizing law enforcement; ensuring the content and quality of projects, proposals, and legal documents in accordance with regulations on promulgation of legal documents.
Second, strictly implement and effectively deploy Directive No. 34-CT/TW. Include social housing development targets in the system of 5-year and annual socio-economic development targets. Implement the tasks assigned by the Prime Minister in Official Dispatch No. 130/CD-TTg dated December 10, 2024 on urging direction and promptly removing difficulties and obstacles to promote the development of social housing projects;
Third, continue to promote reform and simplification of administrative procedures; promote the implementation of interconnected administrative procedures and online public services throughout the process; strengthen the direction, management, urging, guidance and supervision of the handling of procedures by cadres and civil servants, and prevent the time for administrative procedures from being prolonged;
Fourth, strengthen monitoring and grasping the real estate market situation, promptly handle and propose measures and solutions to regulate the market to ensure stable, safe, healthy and sustainable market development;
Fifth, strengthen the dissemination and popularization of new regulations so that laws in the construction industry can soon come into effect.
