On October 20, information from the Department of Home Affairs of Thanh Hoa province said that the unit had just submitted a document to the Provincial People's Committee on approving the plan to reorganize public service units and state-owned enterprises under the province's management.

Currently in the construction sector, the whole province has 34 public service units, including 31 units under the Provincial People's Committee (including the Institute of Planning and Architecture and 30 Construction Investment Project Management Boards) and 3 units under the Department of Construction (Construction Quality Inspection Center; Traffic Management and Maintenance Board and operation of public passenger transport activities; Motor Vehicle Inspection Center).
Of the 34 units mentioned above, 2 units self-guarantee regular and investment expenditures, 32 units self-guarantee regular expenditures.
According to the arrangement plan, the Department of Home Affairs proposes to keep the Institute of Planning and Architecture (under the Provincial People's Committee), the Construction Quality Assessment Center and the Traffic Construction Maintenance Management Board and Public Passenger Transport Management (under the Department of Construction) as units that self-insure regular expenditures or more.
For the Motor Vehicle Inspection Center, the Department of Home Affairs proposed to implement equitization in 2026; in case of failure to equitize according to regulations, it will be dissolved.
For the 30 Construction Investment Project Management Boards, the Department of Home Affairs selected option 3: Establish 3 specialized Project Management Boards under the Provincial People's Committee; keep 25/26 Regional Project Management Boards (except for Nghi Son Construction Investment Project Management Board) under the People's Committees of communes and central wards to perform the task of being investors, site clearance for projects of central communes and wards, and at the same time consulting and supporting management for the remaining communes and wards.
It is expected that after the arrangement, there will be 33 public service units in Thanh Hoa province, including: 4 units under the Provincial People's Committee, 1 Project Management Board under the Nghi Son Economic Zone and Industrial Park Management Board, 25 Project Management Boards under the People's Committees of communes, central wards and 3 units under the Department of Construction.
