This is a heavy matter and a very urgent requirement, so the Ministry of Home Affairs cannot delay to report to the Politburo before October 15.
In Plan 130 on the arrangement of public service units, state-owned enterprises, and organizations within the state administrative system, the Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW of the Government requested ministries, ministerial-level agencies, agencies under the Government, People's Committees of provinces and centrally run cities (Ministries, branches, localities) to implement a number of key contents.
Accordingly, for central public service units under the organizational structure, continue to review, arrange, and improve to ensure streamlining, improving quality, and efficiency.
For units outside the organizational structure, only units serving political tasks and leading units associated with the functions and tasks of ministries and branches will be retained.
The rest will be converted into a joint stock company when meeting the conditions, as well as reviewing and arranging the organization internally, meeting the establishment criteria according to requirements.
With academies, universities, universities, vocational training institutions, build a number of advanced schools and training centers specializing in artificial intelligence. Vocational training institutions are arranged to ensure streamlining, efficiency, meeting standards, and strong decentralization.
Arrange and restructure higher education institutions; merge and dissolve substandard higher education institutions; eliminate intermediate levels, ensure streamlined, unified and effective governance; research and merger of research institutes with higher education institutions, transfer some universities to local management.
For hospitals, continue to arrange and transfer a number of hospitals under the Ministry of Health to the provincial level for management.
