On the afternoon of February 28, Thanh Hoa Provincial Police held a ceremony to announce the decision of the Minister of Public Security on the dissolution of the District, Town and City Police and the decision of the Provincial Police Director on personnel work.
Attending the ceremony were Mr. Lai The Nguyen, Standing Deputy Secretary of the Thanh Hoa Provincial Party Committee; representatives of the leaders of the Provincial People's Committee and provincial departments, branches and sectors.
According to Thanh Hoa Provincial Police, implementing the policies of the Party and State and Project No. 25, dated January 11, 2025 of the Central Party Committee of the Public Security on "continuing to streamline and reorganize the local public security apparatus to operate effectively and efficiently, meeting the requirements and tasks in the new situation", Thanh Hoa Police force has been united, unified, and exemplary in implementing the policy of streamlining the apparatus.
During the process of arranging the team of leaders, officers and soldiers of the district-level police, there were 8 cases of department-level police leaders and district-level police leaders voluntarily applying for early retirement. In addition, 32 cases of District Police Chiefs and Deputy Chiefs voluntarily took on lower positions to facilitate the organization and arrangement of cadres according to the new model.
The Director of the Provincial Police has mobilized more than 2,000 officers and soldiers of the district-level Police to work at the commune-level Police and professional departments under the Provincial Police. Among them, many leaders and commanders have volunteered to register to work in more difficult and arduous areas.
At the ceremony, the leaders of the Department of Organization and Personnel, Thanh Hoa Provincial Police announced the following decisions: Decision of the Minister of Public Security on the dissolution of 26 police units of districts, towns and cities under Thanh Hoa province, from March 1, 2025; Decision of the Director of Thanh Hoa Provincial Police on early retirement for 8 cases of Department Heads, Heads and Deputy Heads of District-level Police.
Decision to transfer and arrange 10 Deputy Chiefs of District Police to work and hold the position of Chief of Commune-level Police and decision to transfer and rotate more than 2,300 officers and soldiers to take up duties at new units.
Speaking at the ceremony, Major General Tran Phu Ha - Director of Thanh Hoa Provincial Police acknowledged, commended and congratulated the exemplary spirit, responsibility, and high consensus of the leaders, officers, and soldiers of the Provincial Police in implementing the policies of the Party, State, and Ministry of Public Security.
To ensure uninterrupted operations and no vacant areas, the Director of Thanh Hoa Provincial Police requested that immediately after the announcement ceremony, the Party Committee and leaders of the units urgently organize the announcement of mobilization decisions for officers and soldiers, ensuring compliance with regulations and suitability with the actual situation.
The professional departments of the Provincial Police need to promptly advise the Director of the Provincial Police to issue regulations on assignment, decentralization and professional guidance, while supplementing and perfecting coordination regulations and working processes for the Commune-level Police to perform their tasks uniformly and effectively. From March 1, 2025, after the district-level police are dissolved, the commune-level police will be directly led and directed by the provincial police.
