On September 8, information from the Standing Committee of Thanh Hoa Provincial Party Committee said that it had just issued Official Dispatch No. 755-CV/TU on rectifying discipline and order in attending conferences to study, study, and thoroughly grasp resolutions, regulations, directives, and conclusions of the Party.
According to the Standing Committee of Thanh Hoa Provincial Party Committee, in the past time, Party committees, Party organizations, agencies, units, and localities have paid attention to seriously organizing conferences to study, learn, and thoroughly grasp Party documents, contributing to raising political awareness, unifying will and action among cadres and party members.
However, at some recent conferences, especially the National Conference on researching, studying, thoroughly grasping and implementing resolutions and directives of the Politburo held on the morning of September 3, at the Provincial Party Committee's bridge point and many bridge points in localities and units, there was still a situation of cadres and party members lacking concentration.
Some people use phones for personal work, commuting, entering and leaving arbitrarily, gathering to talk, causing disorder outside the hall, affecting discipline, order and solemnity of the conference.
The Standing Committee of the Provincial Party Committee requests Party committees, Party organizations, agencies, and units to determine that the study and learning of the resolution is an important and mandatory political task for each cadre and party member; the time attending the conference is counted as working time.
Cadres and party members must attend in the right composition, on time, fully from the opening to the end; must not arbitrarily be absent, arrive late, leave early or send someone to attend instead without the chairman's consent.
During the conference, cadres and party members are not allowed to use phones, tablets and personal electronic devices to access social networks, do private work; do not walk, talk or arbitrarily change seating positions.
Participants must prepare complete documents, notebooks, focus on monitoring and recording the core contents of topics and tasks related to localities, agencies, and units.
The Standing Committee of the Provincial Party Committee also requested the heads of Party committees, agencies, units and the chairpersons of bridge points to directly monitor, inspect, and promptly rectify the signs of lack of seriousness in the process of organizing the conference.
Notably, the Provincial Party Committee's Propaganda Department is assigned to take the lead in monitoring and inspecting compliance at bridge points; assigning focal points for supervision to promptly rectify violations.
The registration will be carried out before the opening ceremony and after the break.
No later than 2 working days after each conference, the Provincial Party Committee's Propaganda Department must summarize and report to the Standing Committee of the Provincial Party Committee, and at the same time notify the Party committees, agencies, and units managing cadres of violations for self-criticism and strict handling according to their authority.
The results of meeting discipline are also used as one of the bases for evaluating the organizational discipline awareness, sense of responsibility and level of task completion of relevant collectives and individuals.
