The Decision clearly states that the Steering Committee for the construction of nuclear power plants (Steering Committee) is established to assist the Prime Minister in researching, directing and coordinating the resolution of important, inter-sectoral tasks related to the construction of nuclear power plants, and continuing to implement the investment policy of the Ninh Thuan Nuclear Power Project.
According to the decision, Prime Minister Pham Minh Chinh is the Head of the Steering Committee.
The Standing Deputy Head of the Committee is Deputy Prime Minister Bui Thanh Son. Mr. Nguyen Hong Dien - Minister of Industry and Trade - is Deputy Head of the Committee.
The members are leaders of ministries and agencies: Mr. Huynh Thanh Dat - Minister of Science and Technology; Mr. Nguyen Hoang Long - Deputy Minister of Industry and Trade; Mr. Do Thanh Trung - Deputy Minister of Planning and Investment; Mr. Le Cong Thanh - Deputy Minister of Natural Resources and Environment; Mr. Vu Hai San - Deputy Minister of National Defense; Mr. Pham The Tung - Deputy Minister of Public Security; Mr. Pham Minh Ha - Deputy Minister of Construction; Mr. Bui Van Khang - Deputy Minister of Finance; Ms. Nguyen Minh Hang - Deputy Minister of Foreign Affairs; Mr. Tran Tien Dung - Deputy Minister of Justice; Mr. Le Anh Tuan - Deputy Minister of Transport; Mr. Bui Hoang Phuong, Deputy Minister of Information and Communications; Mr. Phung Duc Tien - Deputy Minister of Agriculture and Rural Development; Mr. Nguyen Sy Hiep - Deputy Head of the Government Office; Mr. Ta Dinh Thi - Deputy Head of the National Assembly's Committee on Science, Technology and Environment; Mr. Tran Quoc Nam - Chairman of the People's Committee of Ninh Thuan province; Mr. Dang Hoang An - Chairman of the Board of Members of Vietnam Electricity Group; Mr. Nguyen Anh Tuan - General Director of Vietnam Electricity Group.
Based on the needs and tasks during operation, the Head of the Steering Committee decides to change or add members of the Steering Committee.
For ministries and ministerial-level agencies, after implementing the arrangement according to the direction of the Central Government, they are responsible for notifying the Ministry of Industry and Trade about the change in members participating in the Steering Committee. The Ministry of Industry and Trade is responsible for synthesizing and submitting to the Prime Minister the complete membership of the Steering Committee after the ministries are merged and consolidated.
The Steering Committee has a Working Group headed by the leader of the Ministry of Industry and Trade. The Working Group consists of civil servants from relevant ministries and agencies working part-time and experts; the Minister of Industry and Trade decides to establish the Working Group. The Minister of Industry and Trade and the Minister of Science and Technology decide to select experts as members of the Working Group.
The Ministry of Industry and Trade is the standing agency of the Steering Committee, using the Ministry's apparatus to perform the task of assisting the Head of the Steering Committee in developing plans, work programs, synthesizing content and drafting conclusions for the Steering Committee's meetings; synthesizing and reporting on the implementation of the Steering Committee's tasks.
The Decision clearly states that the Steering Committee is responsible for directing the continued implementation of the investment policy for the Ninh Thuan Nuclear Power Project; directing the inspection, urging the implementation and advising and proposing solutions to resolve difficulties in the process of implementing the construction of Ninh Thuan nuclear power plants.
