Deputy Prime Minister Tran Hong Ha has just signed Document No. 673/TTg-CN of the Prime Minister dated September 5, 2024 requesting relevant ministries, branches and localities to deploy key tasks to strive to complete 3,000km of expressway by the end of 2025 in response to the emulation movement launched by the Prime Minister.
The document requires ministries, departments, branches, and localities, based on their functions, tasks, powers, and authority, to truly and responsibly carry out assigned tasks related to expressway construction investment projects, focusing highly on projects scheduled to be completed by the end of 2025 to ensure the goal of having 3,000km of expressways nationwide .
The Prime Minister emphasized that this must be considered a key, top political task to resolutely, effectively, and with results the assigned tasks with a consistent spirit.
Regularly inspect, urge, and remove difficulties and obstacles, especially in site clearance, relocation of technical infrastructure, construction of resettlement areas, and supply of construction materials... for projects.
The Ministry of Finance and the Ministry of Planning and Investment, according to their assigned functions and tasks, urgently balance and allocate capital to ensure timely progress of projects and in accordance with regulations.
The State Bank of Vietnam directs credit institutions to arrange capital according to credit contracts for investors of public-private partnership (PPP) investment projects to meet project progress.
The Ministry of Natural Resources and Environment performs the function of state management of natural resources, promptly instructing localities to quickly carry out procedures to ensure sources of construction materials, soil, stone, sand, gravel... for construction works.
The Ministry of Construction shall inspect and urge localities to fully and timely announce prices and price indexes of construction materials, in line with market fluctuations; inspect, guide and remove difficulties and obstacles related to project management, cost management, construction norms, and construction contracts; and inspect the acceptance of construction works for projects in a timely and on-schedule manner.
The Ministry of Industry and Trade and the State Capital Management Committee at Enterprises directed the Vietnam Electricity Group (EVN) to do a good job of relocating high-voltage power lines to meet the progress of project implementation.
The Ministry of Public Security and the Government Inspectorate, based on their functions, tasks and authority, shall effectively carry out inspection work, prevent corruption, negativity, waste, and combat bid collusion and bid trading.
The Ministry of National Defense and the Ministry of Public Security ensure political stability, social order and safety, and support project implementation with work within their authority.
The Ministry of Home Affairs shall take the lead in monitoring, inspecting, and urging the emulation movement to ensure practicality, effectiveness, and avoid formality. Organize a preliminary summary of the emulation movement in phase 1 in December 2024; phase 2 in June 2025, and summarize the emulation movement at the end of December 2025.
