The Deputy Prime Minister requested urgent resolution of the problems of the expressway project through Hai Phong and the 9km section in Thai Binh province.

On January 26, the Government Office announced that it had just issued Notice No. 28/TB-VPCP on the conclusion of Deputy Prime Minister Tran Hong Ha at a meeting on removing difficulties in investment in the construction of the Ninh Binh - Hai Phong expressway, the section passing through Hai Phong city and 9km in Thai Binh province.

The Deputy Prime Minister requested the Hai Phong City People's Committee to absorb the opinions of the Ministries of Planning and Investment, Finance, Transport, and Justice at the meeting; promptly and proactively resolve the difficulties of the investment project to build the coastal road section through Hai Phong City and 9km in Thai Binh province under the public-private partnership (PPP) method according to its authority, in accordance with the provisions of law and signed contracts.

Prevent loss and waste of state budget, ensure proper planning, synchronous connection, and promote the effectiveness of the entire Ninh Binh - Hai Phong expressway.

The Ministries of Planning and Investment, Finance, Transport, and Justice promptly guide the People's Committee of Hai Phong City during the implementation process (if requested by the locality).

The coastal road construction investment project through Hai Phong city and 9 km through Thai Binh province is invested to connect traffic in the Northern coastal corridor, contributing to promoting socio-economic development of provinces and cities in the region through attracting FDI thanks to synchronous infrastructure connection.

According to the report of the City People's Committee, the project implementation process encountered many difficulties and obstacles, from the impact of the COVID-19 pandemic, scarcity of sand materials for embankment, price storms, increased labor costs, etc.

The project delay affects the travel, living, production and business activities of people in the area. Therefore, not only investors but also Hai Phong City hopes that the project will be resolved to complete soon.
