On June 11, Deputy Prime Minister Tran Hong Ha chaired a meeting on the Project to establish, organize and operate the Center for Linking, Producing, Processing and Consuming Agricultural Products of the Mekong Delta in Can Tho City (Center) according to Resolution No. 45/2022/QH15 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Can Tho City.
Deputy Prime Minister Tran Hong Ha stated that the biggest issue is to clearly identify the organizational model, functions, tasks and appropriate operating mechanisms of the Center to solve regional problems. At the same time, it is necessary to clearly define what businesses can do and what the state must invest in.
According to the Deputy Prime Minister, the most needed production areas today are the ecosystem to support research and implementation, development of plant and animal varieties, ensuring food safety and hygiene, building a system of standards, standards, and brand registration.
In particular, according to the Deputy Prime Minister, it is necessary to strongly promote the mechanism of connecting businesses - exporters with farmers.
Activities such as agricultural promotion and technical consultation need to be clearly regulated, becoming a mandatory part of the production support model.
At the meeting, Deputy Prime Minister Tran Hong Ha pointed out the delay and confusion of the authorities and Can Tho City in the process of building the Center according to Resolution No. 45/2022/QH15.
According to current decentralization regulations, authorization and regulations after Resolution No. 45/2022/QH15 is issued, Can Tho City has full authority to establish, organize and operate an Associated Center for production, processing and consumption of agricultural products in the Mekong Delta to call for investment.
In that spirit, Can Tho proactively builds a separate investment project, in line with the goals set out in Resolution No. 45/2022/NQ15.
According to the Deputy Prime Minister, with items that can be socialized, Can Tho City boldly assigns them to businesses for implementation. As for the parts that are fundamental, require large investment or are difficult to attract businesses, the State will invest and support.
In addition, the Center should encourage high-tech production sectors that use less land but are effective. Focus on research, testing, transfer, varieties, and technology.
Especially logistics, standardizing goods, creating a true trading market, including domestic and international exchanges, e-commerce. At the same time, it is necessary to connect markets and harmonize standards with other countries if possible.
The Deputy Prime Minister said that all contents in the project can be implemented according to the pilot mechanism, from detailed planning, land mechanisms, public-private cooperation models, establishing markets and agricultural product trading floors.
"If determined correctly, this is a project that not only serves Can Tho or the Mekong Delta but also expands to the whole country, aiming to bring Vietnamese goods to the international market" - said the Deputy Prime Minister.
