On the morning of June 12, Ho Chi Minh City organized a conference to pilot the two-level local government model in the city.
The conference took place in person and online, with the main bridge points at the headquarters of the Ho Chi Minh City Party Committee and the basic bridges at the headquarters of the Public Administration Service Centers of 102 wards and communes.
Reporting the results of the trial operation, Ms. Vo Thi Trung Trinh - Director of the Ho Chi Minh City Digital Transformation Center - said that the online television conference system has successfully connected to all 102 wards and communes. The images and sounds at the main connecting point are of guaranteed quality. The staff at the units have been proficient in handling features such as sharing images and documents on the system.
Regarding the document management system, the inspection process shows that the operating functions are stable, the flow of documents to and from is handled according to the correct process and regulations.
The 1022 Call Center system also recorded stable operation, ensuring the ability to process information receiving, classifying and processing flows.
In particular, the testing process of receiving and handling administrative procedures at the units showed smooth coordination, ensuring compliance with professional processes. The file processing officer has operated in accordance with regulations, receiving and processing administrative records effectively.
"Although the time was short, with a high sense of responsibility and close coordination, the trial operation achieved good results" - Ms. Trinh commented.

Speaking at the main bridge point located at the Ho Chi Minh City Party Committee, Secretary of the City Party Committee Nguyen Van Nen expressed his joy at the results of the trial operation: "This is a real product, we have seen, heard, and felt. I highly appreciate and welcome all participating forces who have worked day and night, focusing their intelligence and resources to meet the acceleration requirements of the Central Government.
The Secretary of the Ho Chi Minh City Party Committee noted that although initial results have been achieved positively, it is necessary to continue reviewing each stage, step by step according to the plan; seriously acknowledge the limitations to complete before officially putting them into operation.
"This is a new, complicated task that requires high requirements. field errors will affect the quality of service to the people, so it is necessary to be especially cautious and careful" - Mr. Nguyen Van Nen emphasized.
Mr. Nguyen Van Nen suggested that the Digital Transformation Center and related units continue to sit down and review and supplement unfinished work.
At the same time, it is required that leaders of districts, Thu Duc City, commune and ward levels urgently organize full training, helping cadres and civil servants clearly understand the functions, tasks and methods of operation of the two-level government model.
According to Mr. Nguyen Van Nen, the new feature of the model is that the commune and ward levels will directly perform tasks, no longer the district level will be the intermediary. This requires preparation from the operating method, mindset to staff capacity to meet new requirements.
Ho Chi Minh City will expand its development space, connecting with Binh Duong and Ba Ria - Vung Tau, so the requirements for the government apparatus are even higher. All stages must be ensured to operate smoothly, without any delay or interruption - Secretary of the Ho Chi Minh City Party Committee noted.
There is not much time left to convert the model - only 18 days left, Ho Chi Minh City will enter an official state of operation.
Mr. Nguyen Van Nen called on the entire system to uphold the sense of responsibility, connect information 24/24 from the grassroots to the highest leaders of the city to promptly handle all arising situations, ensuring stable and efficient operation as set goals.
