This is a key task to continue streamlining the organizational structure, restructuring the contingent of civil servants and public employees, meeting the requirements of judicial reform in the new period.
The 2026 staff streamlining plan is built closely following the Party's guidelines, policies, and laws of the State, ensuring publicity, transparency, objectivity, and targeting the right people.
The implementation not only aims to reduce the number of staff but also focuses on improving the quality of human resources, strengthening discipline, administrative order and the effectiveness of public service performance throughout the system.
The purpose is to improve the quality of civil servants; attract virtuous, talented, and capable people to work at the THADS system, meeting the requirements of improving operational quality, reducing recurrent expenditures, and actively contributing to the socio-economic development of the country.
Up to now, the CJE system has completed phase 1 of the plan according to the set schedule. Local CJE agencies have proactively reviewed and comprehensively evaluated the civil servant team based on specific and clear criteria; organized the implementation of streamlining in accordance with procedures and regulations.
The work of resolving regimes and policies for cases subject to streamlining is carried out promptly and fully, ensuring the legitimate rights of workers, thereby creating consensus and stability within the internal ranks.
The entire system is urgently preparing conditions to implement the second phase of the 2026 staff streamlining plan, expected to be implemented from June 2026.
The focus of this phase is to continue reviewing and evaluating the team associated with job positions, and promote the restructuring of the civil service team in the direction of streamlining, effectiveness, and efficiency.
In parallel with that, CJEA agencies continue to strengthen propaganda and thoroughly grasp policies and guidelines to create high unity in awareness and action; and at the same time promote the application of information technology, administrative reform, and innovation in management methods to improve the efficiency of judgment enforcement work, serving people and businesses better.
