On September 28, at the Provincial Conference Center (Yen Bai Ward, Lao Cai Province), the 1st Lao Cai Provincial Party Congress, term 2025-2030, held a spring session with the participation of 440 delegates representing over 119,000 Party members in the entire Party Committee.
At the Ban Kiem Session, the Congress discussed and gave opinions on the document submitted to the Lao Cai Provincial Party Congress for the 2025-2030 term and the documents of the 14th National Party Congress.
Speaking on the discussion on building a smart border gate, increasing import-export turnover to contribute to building Lao Cai into an international economic trade center, Mr. Vuong Trinh Quoc - Head of the Lao Cai Provincial Economic Zone Management Board said that Lao Cai International Border Gate has a particularly important strategic position in the Vietnam - China land border gate system.

Located on the Con Minh - Lao Cai - Hanoi - Hai Phong - Quang Ninh economic corridor, Lao Cai International Border Gate is not only a trade bridge between Vietnam and the ASEAN region and Southwest China, but also a gateway for goods and services from Vietnam to export to the large Chinese market and vice versa.
According to Mr. Quoc, import-export activities through Lao Cai International Border Gate have become a driving force for economic growth of the province, bringing important revenue to the State budget, promoting the development of logistics, trade, and transportation services, creating more jobs, improving the lives of people in border areas, contributing to maintaining national defense and security, building peaceful borders, friendship, cooperation and development.
The Head of the Lao Cai Provincial Economic Zone Management Board said that many countries in the world have been successfully implementing the model of smart border gates, seaports, and dry ports. For example, China is a pioneer in applying unmanned transport vehicles at border gates; Singapore deploys Tuas port with an AGV system, reducing carbon emissions by up to 50%.
"With the requirement to shorten customs clearance time and control goods quality increasingly high, it can be affirmed that the construction of a smart border gate model at the international road border gate No. II (Kim Thanh) and the Ban Vuoc side border gate, Bat Xat commune is an inevitable and objective requirement, and at the same time, it is also a "golden time" for Lao Cai to break through to become an international trade center," Mr. Quoc emphasized.

Accordingly, the Smart Border Gate model in Lao Cai province is a synchronous border gate model connecting data on vehicles and goods between the two sides and transporting goods through the border gate by fully automated smart vehicles according to international agreements between Vietnam and China within the determined range, time and space.
The model is divided into three core elements: construction infrastructure, technology infrastructure and information systems. To successfully implement the smart border gate model, Lao Cai province recommends that the Prime Minister and central ministries and branches consider: Issuing a pilot mechanism for the smart border gate model in Lao Cai such as allowing the non-applicability of an international transport license during the testing period, completing the legal corridor on border crossing procedures, exchanging information and data and working hours at the border gate...
Mr. Quoc believes that the smart border gate model will turn Lao Cai into a growth pole, a center connecting international economic trade, worthy of its strategic position on the northern border of the Fatherland.
