The deadline for completing some internal rotation and mobilization at the commune level is before August 16, 2025; between agencies and localities before August 28, 2025.
The rotation and mobilization is associated with the goal of improving public service efficiency, creating conditions for cadres to train and mature; ensuring that there are no vacant positions and important fields and promptly supplementing forces for localities in urgent need.
The subjects of mobilization and rotation are cadres, civil servants, and public employees not under the management of the City Party Committee, working at specialized agencies, administrative organizations at the department, branch, and sector levels, People's Committees of districts, towns, and communes.
The person being rotated or transferred must meet the following standards: have appropriate professional qualifications, abilities, and work experience; not be subject to discipline or prosecution; and be suitable for the requirements of the new position.
The rotation and mobilization is flexibly implemented between agencies and units at the same level or at different levels, between the government and the Party and mass organizations; between localities. Thereby, in order to arrange and assign a team of cadres, civil servants and public employees in accordance with work requirements; increase human resources for the commune level, especially in complex areas with a shortage of human resources; at the same time, overcome the local surplus - shortage in some locations such as planning, construction, architecture, traffic, land management, natural resources and environment...
