Continuing the 46th session of the National Assembly Standing Committee, on the afternoon of June 3, Minister of Home Affairs Pham Thi Thanh Tra presented a report on the reception, explanation, and revision of the draft Law on Cadres and Civil Servants (amended).
Immediately afterwards, Chairman of the National Assembly's Committee on Law and Justice (UBPLTP) Hoang Thanh Tung summarized the report on the draft law.

Through studying the draft Law, the Standing Committee of the Standing Committee of the Standing Committee of the Committee for Food and Agriculture found that the drafting agency had studied and fully and thoroughly explained the opinions of National Assembly deputies (NADs), relevant agencies and organizations.
Related to the content of the MPA and the opinions of a number of associations to "supplement the subjects of specialized working people at associations assigned by the Party and the State to the scope of regulation of the Law on cadres and civil servants". Accordingly, adding this object to the concept of cadres and civil servants in Article 1 of the Draft Law and the terms relevant in the Draft Law.
Regarding this issue, the Standing Committee of the Standing Committee of the Committee for Land Use Rights found that this is an important content, newly arising after the Government submitted to the National Assembly for comments on the draft Law.
Through research, the Standing Committee of the Government's handling policy is agreed - not adding this subject to the scope of the Law.
In addition to the reasons mentioned in the Government's explanation report, the People's Committee also said that, although the current number of civil servants assigned at the mass associations assigned by the Party and the State at the central level is not large (686 payrolls for the period 2022 - 2026), the addition of these subjects is the adjustment of the Law on Cadres and Civil servants does not increase the assigned staff.
However, if the addition of regular employees at the Associations is a cadre and civil servant, it will lead to the understanding that the Associations perform public duties of the State, which is not consistent with the nature of the Association's "voluntary, self-managed" organization.
At the same time, this can cause difficulties in implementing people's foreign affairs activities and participating in foreign membership of associations.

Related to the transfer of civil servant management according to the job position, the Standing Committee of the PPCP basically agreed with the Government's handling direction as "the latest until the latest until July 1, 2027, the ministries, branches, central agencies and localities must complete the arrangement into the job position and rank corresponding to the job position for civil servants who are recruited before this law, which is in charge of the officials and officials.
According to the People's Public Security, the above regulation aims to ensure time for ministries, branches, central and local agencies to carry out the arrangement to job positions and rankings corresponding to the current team of civil servants according to the new regulations of the Law on Cadres and Civil Servants.
In addition, the Standing Committee of the Food Safety Committee requested the Government to pay attention to directing the early issuance of documents detailing and guiding the implementation of this content so that ministries, branches, central and local agencies have a basis for implementation, ensuring the above completion progress.
