Guiding the number of people working in public service units under the management of sectors and fields; in accordance with the orientation of arranging public service units at the commune level.
For the Ministry of Home Affairs, complete the draft Decree on the organization of specialized agencies under the People's Committees at the provincial and commune levels, as a basis for localities to implement, and submit to the Government for timely promulgation for local authorities at both levels to come into operation.
Complete regulations on payroll management according to the principle of management according to goals and promote decentralization and delegation of authority to local authorities in the management and use of payroll.
