For the Project of Penal Code (amended), the Government basically agreed on the contents of the draft Criminal Code (amended) submitted by the Ministry of Public Security in Report No. 164/TTr-BCA on October 10, 2025.

Further evaluating the advantages and disadvantages, the impact of expanding the scope of criminal liability of commercial legal entities and the imprisonment of imprisonment for 30 years and supplementing the life imprisonment not to consider reducing the case.
The Ministry of Public Security is responsible for the content of acquiring and completing the Penal Code project (amended); Proactively report and explain in the process of verifying and receiving opinions of the National Assembly Standing Committee on the Code project.
Based on the acquisition and completion of the Penal Code project (amended), the Minister of Public Security is assigned to authorize the Prime Minister, on behalf of the Government to sign the Government's report on the Project of the Penal Code (amended) and submit it to the National Assembly.
Regarding the Law on the Law on Organization of Criminal Investigation Agency (amended), combining amendments and supplements of a number of articles of the Law on Criminal Judgment Execution and amending and supplementing a number of articles of the Law on Prevention and Combat of Human Trafficking and the Government assigned the Ministry of Public Security to study and consider the scope of amendments and supplements.
Focusing on amending and supplementing a number of articles of the Law on Organization of the current criminal investigation agency, ensuring consistent with the Party's views and directions and requesting organizational structure to organize the apparatus in accordance with Resolution No. 190/2025/QH15 on handling a number of issues related to the organization of the state apparatus.
The Ministry of Public Security carefully reviewed the resolutions and conclusions of the Politburo and the Central Committee related to the investigating agency of the Supreme People's Procuracy.
The failure to organize the investigating agency of the Supreme People's Procuracy is not contrary to the resolutions of the Politburo and the Central Government and the Government unified with the failure to organize the investigating agency of the Supreme People's Procuracy in accordance with the Constitution.
In case the National Assembly has other opinions, the Government Party Committee is united with the National Assembly Party Committee to report to the opinions of the competent authority.
