Provincial Youth Union Secretaries and Deputy Secretaries take exams for specialist positions
According to the announcement of the Recruitment Council, there are 227 cases eligible to participate in re-recruitment, mainly belonging to Party agencies, mass organizations and state administrative agencies.
Notably, many people holding leadership positions such as heads and deputy heads of departments; deputy directors, vice chairmen at the provincial level... still have to participate in re-recruitment from the corresponding positions of specialists or public employees.

Some cases such as Ms. To Thi My Thuan - Vice Chairwoman of the Provincial Women's Union; Mr. Pham Tuan Tai, currently Secretary of the Provincial Youth Union, participated in the competitive examination for the position of Provincial Youth Union specialist; Ms. Nguyen Trang Anh Thu, Deputy Secretary of the Provincial Youth Union, took the competitive examination for the position of Provincial Youth Union specialist; Mr. Dao Duy Tan, Deputy Director of Ca Mau Provincial Children's House, took the competitive examination for the position of official of Ca Mau Children's House...
The exam is organized into 2 rounds: round 1, multiple-choice test of general knowledge on computers (exam day March 19, 2026); round 2, professional skills test (exam day March 24, 2026).
Many cases have long-term employment, even from 2003–2004. The re-exam is not only a mandatory requirement to overcome errors in recruitment but also an opportunity to assess the actual capacity of the staff.
Exam to rectify violations according to regulations
Previously, on February 27, 2026, Ca Mau Provincial People's Committee issued Decision No. 557/QD-UBND on the establishment of a Re-recruitment Council for cases of errors in the recruitment of civil servants and public employees.
The decision was issued based on the Law on Organization of Local Government dated June 16, 2025; Law on Cadres and Civil Servants dated June 24, 2025; Decree No. 170/2025/ND-CP dated June 30, 2025 of the Government on recruitment, use and management of civil servants. Decree No. 115/2020/ND-CP dated September 25, 2020 and Decree No. 85/2023/ND-CP dated December 7, 2023 amending and supplementing a number of articles on recruitment, use and management of public employees.
The decision is also based on the circulars of the Ministry of Home Affairs on internal regulations and rules for organizing civil servant and public employee exams and recruitment; conclusions of the Secretariat on handling violations in personnel work such as Conclusion No. 71-KL/TW, Conclusion No. 27-KL/TW and Conclusion No. 232-KL/TW.
In addition, it is also based on the guidance of the Ministry of Home Affairs, official dispatches to implement the conclusions of the Central Government; conclusions of the Standing Committee of the Provincial Party Committee, Standing Committee of the Provincial Party Committee on overcoming violations in the recruitment of civil servants and public employees.
The above-mentioned recruitment exams are identified as having errors in the recruitment of civil servants and public employees in the past that have been concluded by competent authorities to allow re-recruitment.
It is known that most of the errors that required re-recruitment belonged to Bac Lieu province (old).
