Trucks carrying waste soil enter and exit continuously
Recently, trucks carrying waste soil from the Yen Ninh social housing project construction site have frequently entered and exited, causing dust to cover the road surface.
Mr. Bui Van Hieu (Yen Bai ward) said: "I often go shopping at the shopping center right next to the project, I see cars coming in and out continuously, dust flying everywhere, sticking to the road.
The project is currently in the foundation construction phase. Due to deep digging, the volume of soil and rock waste generated is quite large.
In the Report proposing environmental permits sent to functional sectors, Hacom Lao Cai Investment Joint Stock Company - the project investor - said that about 36,362 m3 of excess soil will be poured and filled at land plots No. 194, 202, 203 belonging to map sheet No. 32.
However, actual records of reporters show that trucks carrying soil regularly change the dumping location, not fixed at one point as in the records.
Initially, waste soil was transported to a land area near Tuan Quan bridge. After accreting about 1,000m2, trucks moved to another location.
On March 12, reporters followed two trucks carrying soil from the project to an empty lot on Bach Lam street. Here, trucks continuously dumped soil, while excavators were operating in a hurry to level the ground immediately afterwards.
According to residents, the dumping has been going on since the project started construction. Meanwhile, a car wash area is not arranged at the construction site before vehicles enter and exit. This content is also not mentioned in the project's environmental permit proposal report.
As a result, mud and soil follow the wheels stretching along Bach Lam street (Van Phu ward), forming a thick layer of dust, easily blown up when there is strong wind.
On March 17, in an exchange with PV, Mr. Nguyen Hong Lam (Van Phu ward) said: "For about 10 days now, I have seen trucks carrying soil and rocks come here to dump, then excavators level it. I don't know if this is licensed or not.
Need to soon inspect the process of managing and transporting waste soil
Leaders of Yen Bai and Van Phu Ward People's Committees informed that they do not know the specific location of the project's waste dumping site. Mr. Phung Tien Thanh - Chairman of Yen Bai Ward People's Committee - said: "We only know that the project is located in the ward and coordinate to monitor the route of the project's vehicles.
Meanwhile, Mr. Le Anh Dung - Chairman of Van Phu Ward People's Committee affirmed that the locality does not issue waste dumping permits for any projects in the area.
The fact that waste soil from construction sites is reflected to be dumped at many different locations raises the requirement to soon inspect and clarify the process of management, transportation and treatment of waste soil of the project to avoid the risk of causing environmental pollution and affecting the lives of people in the area.
According to research, the Yen Ninh social housing project was approved for investment policy by the People's Committee of Lao Cai province (old Yen Bai) in Decision 1795/QD-UBND dated October 30, 2025, assigning Hacom Lao Cai Investment Joint Stock Company as the investor.
The project has an area of about 22,089.8 m2, including 5 apartment buildings, expected to provide about 807 apartments serving more than 2,100 residents. The total investment of the project is about 864.7 billion VND, with a operating term of 50 years from the date of land allocation.
