The Deputy Prime Minister agreed that the name after merging the Ministry of Agriculture and Rural Development and the Ministry of Natural Resources and Environment will be the Ministry of Agriculture and Environment.

On December 20, the Government Office announced that it had just issued Document No. 566/TB-VPCP announcing the conclusion of Deputy Prime Minister Tran Hong Ha at the meeting on the merger of the Ministry of Agriculture and Rural Development and the Ministry of Natural Resources and Environment on December 16.

According to the concluding announcement, after listening to the reports of the Ministers and the opinions of the delegates attending the meeting, Deputy Prime Minister Tran Hong Ha acknowledged and highly appreciated the two Ministries' active coordination and completion of the Project to merge the Ministry of Agriculture and Rural Development and the Ministry of Natural Resources and Environment according to the direction of the Central Steering Committee and the Government Steering Committee on summarizing the implementation of Resolution No. 18.

Regarding some specific contents, the Deputy Prime Minister agreed on the name of the merged Ministry as the Ministry of Agriculture and Environment.

Regarding the overlapping issues, the Deputy Prime Minister requested the two Ministries to coordinate with the Ministry of Home Affairs, the Ministry of Justice and relevant ministries and agencies to review the overlapping contents such as: Veterinary - animal husbandry, irrigation - water resources management, hydrometeorology - natural disaster prevention, etc.

This includes ensuring no overlap with the tasks of ministries and agencies and avoiding duplication of functions and tasks between units under the Ministry, and consulting with members of the Party Executive Committee of the two Ministries.

The Deputy Prime Minister noted that, if necessary, it should be reported to the Government Steering Committee for consideration and decision.

The Government leader requested the Ministry of Agriculture and Rural Development and the Ministry of Natural Resources and Environment to continue coordinating to review and complete the plan to perfect the organizational structure of the new ministry after the merger.

There are some principles to note: First, an agency can perform many tasks, but one task is only assigned to one agency to preside over and take primary responsibility.

Second, the merger needs to be completed and the overlapping tasks of the fields in the new ministry and of the ministry with other ministries (such as the overlap in management of rural areas, water resources, and infrastructure between the Ministry of Agriculture and Environment and the Ministry of Construction, Transport, and other ministries) need to be resolved.

Third, determine the organization's name based on the organization's functions and tasks, comprehensively demonstrating its effectiveness - efficiency - performance.

Fourth, in addition to arranging the organizational apparatus, pay attention to arranging personnel, ensuring focus on doing a good job of propaganda and ideology, ensuring policies for cadres, civil servants, public employees and workers.

The Government Office requested the Steering Committee to develop a project to merge the two ministries to urgently receive the direction of the Deputy Prime Minister and the opinions of the delegates at the meeting, complete the project to merge the two ministries and the draft Decree stipulating the functions, tasks, powers and organizational structure of the new ministry, and send it to the Ministry of Justice and the Ministry of Home Affairs for appraisal according to regulations.

These projects and drafts need to be submitted to the Government Steering Committee for consideration and decision, ensuring quality and deadline.
