The results of the electronic vote showed that 432/448 delegates present voted in favor, accounting for 96.42%.
Before the National Assembly voted, on behalf of the National Assembly Standing Committee, Chairman of the National Assembly's Committee on Science, Technology and Environment Le Quang Huy reported on the explanation, acceptance and revision of the draft Law amending and supplementing a number of articles of the Law on Technical Standards and Regulations.
After receiving and revising, the draft Law has revised 31 articles, added 11 new articles, and abolished 23 articles.

Regarding state management of activities in the field of standards and technical regulation (Article 7a of the draft Law on Consolidation), the Draft Law stipulates that ministries and ministerial-level agencies are assigned to preside over the unified implementation throughout the process of developing, appraising, promulgating standards and demonstrates as in Article 27 on the responsibility for appraising national technical regulations, Article 32 on the order and procedures for developing, appraising, promulgating technical regulations, Article 33 on records and content of appraisal of draft technical regulation documents, Article 35 on reviewing, amending, supplementing, replacing, and abolishing technical regulations.

Regarding the order and procedures for developing, appraising, and promulgating technical regulations (Article 32 of the draft Law on Consolidation), the draft Law has revised the provisions on the authority to appraise technical regulations (QCVN) for agencies issuing QCVN at the request of the Government and demonstrated as in Article 27 on the responsibility for appraising national technical regulations, Article 32 on the order and procedures for developing, appraising, promulgating technical regulations, Article 33 on the content of appraisal of draft technical regulations, Article 35 on reviewing, amending, supplementing, replacing, and abolishing technical regulations to promote decentralization, ensuring a task is only assigned to one agency in charge of implementation and taking primary responsibility, increasing flexibility in state management, reducing the time for appraisal and promulgation of QCVN.
Regarding the announcement of compliance (Article 48 of the draft Law on Consolidation), the National Assembly Standing Committee said that in order to minimize administrative procedures and overcome congestion in suitability assessment activities, causing costs for businesses, the draft Law has stipulated expanding the use of suitability assessment results as a basis for the announcement of compliance (Clause 1, Article 48); exempting the implementation of the announcement of compliance for products and goods that fully meet the quality management requirements according to the provisions of specialized laws (Clause 1a, Article 48) so that businesses only comply with one process, instead of having to carry out two processes as at present.
At the same time, to promote the application of digital technology in carrying out procedures for registering for the concise announcement, the draft Law has revised the regulations on concise registration in a minimalist direction, accordingly, organizations and individuals only need to announce the concise announcement on the national database on standards, measurements and quality (Clause 2, Article 45).
The draft Law stipulates the effective date from January 1, 2026 and is expressed as in Article 70.
