Continuing the second session of the 9th session, on the afternoon of June 13, the National Assembly discussed in the hall the draft Resolution of the National Assembly amending and supplementing a number of articles of the 2013 Constitution (2nd time).
Participating in contributing opinions, National Assembly deputies basically agreed on the necessity and scope of amending and supplementing a number of articles of the 2013 Constitution according to the draft Resolution.
Article 2 of the draft Resolution stipulates that "The Standing Committee of the People's Councils of provinces and centrally run cities appoints the Chairman and Vice Chairman of the People's Committee of the lower-level administrative unit formed after the reorganization".
Regarding this content, delegate Pham Van Hoa - National Assembly Delegate of Dong Thap province suggested that the drafting agency consider reviewing.
According to the delegate, although the provisions in the draft Decree only apply temporarily during the 2021 - 2026 term, this is then implemented according to the Law on Organization of Local Government, the above provisions are not suitable.
The Hoa delegate said that the appointment of the Chairman and Vice Chairman of the People's Committee of the commune should be assigned to the Chairman of the Provincial People's Committee.
"In addition, during the implementation process, if the Chairman and Vice Chairman of the People's Committee at the commune level violate discipline or resign, the Standing Committee of the Provincial People's Council will decide to dismiss or the Chairman of the Provincial People's Committee will decide. This issue should also be clearly regulated," said delegate Hoa.

At the same time, the delegate expressed agreement with the fact that the draft Resolution has retained the regulation on the establishment, disolution, merger, division, and adjustment of administrative unit boundaries that must collect the opinions of local people and according to the procedures prescribed by the National Assembly as currently prescribed.
"If you want to cut down on where you live and where you live but you don't know, you can't. Keeping this regulation shows the democratic rights of the people", delegate Pham Van Hoa shared.

According to the Government Report, agencies and organizations across the country have organized about 288,546 conferences to deploy, disseminate and conferences, seminars and discussions to collect opinions on the draft Resolution.
Many localities have established specific addresses to receive comments from the People from many different sources.
In particular, some localities have good and creative ways of doing things such as building columns online, people make comments via Google Form and electronic thu boxes...
As a result, as of June 5, 2025, there have been 280,226,909 comments from agencies, organizations and individuals on all contents and provisions in the draft Resolution.
In which, the vast majority of opinions (99.75%) agreed with the necessity of amending and supplementing a number of articles of the 2013 Constitution.
