Previously, at the 42nd session of the National Assembly Standing Committee (taking place from February 5 to 7, 2025), the Government submitted the organizational structure of the Government for the 15th National Assembly term, including: 14 Ministries and 3 ministerial-level agencies:
1. Ministry of National Defense;
2. Ministry of Public Security;
3. Ministry of Foreign Affairs;
4. Ministry of Home Affairs;
5. The Ministry of Justice;
6. Ministry of Finance;
7. Ministry of Industry and Trade;
8. Ministry of Agriculture and Environment;
9. Ministry of Construction;
10. Ministry of Culture, Sports and Tourism;
11. Ministry of Science and Technology;
12. Ministry of Education and Training;
13. Ministry of Health;
14. Ministry of Ethnic Minorities and Religions;
15. State Bank of Vietnam;
16. Government Inspectorate;
17. Government Office.
In which, the Ministry of Finance will be established on the basis of merging the Ministry of Planning and Investment and the Ministry of Finance, basically inheriting the functions and tasks assigned to these two ministries.
Receiving the functions, tasks, and organizational structure of Vietnam Social Security, rights, obligations, and responsibilities of the owner's representative for the 18 state-owned corporations and groups currently assigned to the State Capital Management Committee at management enterprises.
Establish the Ministry of Construction on the basis of merging the Ministry of Construction and the Ministry of Transport, basically inheriting the functions and tasks currently assigned to these two ministries; transfer the functions and tasks of state management of road motor vehicle testing and licensing from the Ministry of Transport to the Ministry of Public Security.
Establish the Ministry of Agriculture and Environment on the basis of merging the Ministry of Agriculture and Rural Development and the Ministry of Natural Resources and Environment, basically inheriting the functions and tasks assigned to these two ministries; receive the task of state management of poverty reduction from the Ministry of Labor, War Invalids and Social Affairs.
Establish the Ministry of Science and Technology on the basis of merging the Ministry of Science and Technology and the Ministry of Information and Communications, basically inheriting the functions and tasks assigned to these two ministries.
Transfer the functions, tasks, and organization of the press and publishing management apparatus from the Ministry of Information and Communications to the Ministry of Culture, Sports and Tourism.
Establish the Ministry of Home Affairs on the basis of merging the Ministry of Home Affairs and the Ministry of Labor, War Invalids and Social Affairs, performing the functions and tasks of the current Ministry of Home Affairs and the function of state management of labor, wages, employment, meritorious people, occupational safety and hygiene, social insurance, gender equality from the Ministry of Labor, War Invalids and Social Affairs.
Transfer the state management function of vocational education from the Ministry of Labor, War Invalids and Social Affairs to the Ministry of Education and Training.
Transfer the state management function of social protection, children, prevention and control of social evils (the task of state management of drug addiction treatment and post-drug addiction management will be transferred to the Ministry of Public Security) from the Ministry of Labor, War Invalids and Social Affairs to the Ministry of Health...
Establish the Ministry of Ethnic Minorities and Religions on the basis of the current Ethnic Committee, receive the functions, tasks, organize the state management apparatus of religion from the Ministry of Home Affairs and supplement and perfect the functions and tasks of state management of ethnic minorities.
