On November 4, Minister of Information and Communications Nguyen Manh Hung signed a decision on the division of work between the minister and deputy ministers.
Accordingly, Minister Nguyen Manh Hung is responsible for leading and comprehensively managing all activities within the functions, tasks and powers of the Ministry of Information and Communications; directly directing and operating organizational and personnel work; internal political protection; legal work and other work assigned by the Government and the Prime Minister; directly directing the Department of Organization and Personnel.
Deputy Minister Phan Tam assists the Minister in charge of the field of foreign information; assists the Minister in charge of the following tasks: International cooperation, international economic integration; emulation - rewards and history - tradition; training, fostering, and developing human resources; science and technology; intellectual property; standards and quality in the field of information and communication; policies, strategies, planning, plans, programs, and projects on the development of the information and communication industry.
Deputy Minister Phan Tam is assigned to monitor and direct the following units: Department of Science and Technology; Department of International Cooperation; Department of External Information; Academy of Posts and Telecommunications Technology; College of Information and Communications; School of Training and Fostering Information and Communications Management Staff; Institute of Information and Communications Strategy; Vietnam Public Telecommunication Service Fund; Information and Communications Publishing House; Information and Communications Magazine.
Deputy Minister Pham Duc Long is assigned to assist the Minister in charge of the following areas: IT application, digital transformation, digital economy, digital society, electronic transactions; radio, television and electronic information; digital content; network information security; telecommunications, Internet; radio frequencies.
Deputy Minister Pham Duc Long is in charge of the following tasks: Party and mass organizations; innovation in management organization, restructuring, equitization of state-owned enterprises, investment, corporate finance and operations of enterprises under the Ministry; flood and storm prevention and control, and natural disaster mitigation.
Deputy Minister Pham Duc Long was also assigned to monitor and direct the following units: Department of Digital Economy and Digital Society; Department of National Digital Transformation; Department of Information Security; Department of Radio, Television and Electronic Information; Department of Telecommunications; Department of Radio Frequency; National Center for Electronic Authentication; National Institute of Digital Technology and Digital Transformation; Vietnam Internet Center; Vietnam Post Corporation; VTC Multimedia Communications Corporation.
Deputy Minister Bui Hoang Phuong is assigned to assist the Minister in charge of the following areas: Postal services; digital technology industry; press, media; publishing, printing and distribution; grassroots information. At the same time, he performs the task of being the spokesperson of the Ministry of Information and Communications.
The Minister assigned Deputy Minister Bui Hoang Phuong to be in charge of the following tasks: Internal affairs; planning - finance; anti-corruption, anti-smuggling; practicing thrift, anti-waste; inspection; digital transformation in personnel work and standardizing personnel procedures, personnel records; IT application, digital transformation in the Ministry of Information and Communications; defense - security, military, veterans' work of the Ministry; administrative reform.
Deputy Minister Bui Hoang Phuong is responsible for monitoring and directing the following units: Postal Department; Legal Department; Planning and Finance Department; Ministry Office; Inspectorate; Department of Information Technology and Communications Industry; Central Post Office; Press Department; Department of Grassroots Information; Department of Publishing, Printing and Distribution; VietNamNet Newspaper; Information Center.
