At the question-and-answer session with Minister of Health Dao Hong Lan, National Assembly delegate Tran Van Tien (Vinh Phuc delegation) said that in 2023, the Minister issued Circular 03/2023/TT-BYT guiding job positions, norms, number of employees, and staff structure according to professional titles.
The delegate asked the Minister to inform him of the current situation of the number of employees and the structure of civil servants according to professional titles at medical examination and treatment facilities, whether they meet the regulations in Circular 03/2023/TT-BYT or not. If not, what solutions does the Minister have?
Regarding this content, Minister of Health Dao Hong Lan responded as follows:
When developing Circular 03/2023/TT-BYT, the Ministry of Health closely coordinated with localities to assess the implementation situation and coordinated with the Ministry of Home Affairs to implement matters related to professional titles in accordance with regulations.
During the implementation process up to this point, the Ministry of Health has basically not received any proposals or recommendations for amendments related to Circular 03/2023/TT-BYT and these are general regulations for localities to implement.
The Minister of Health added that, in general, implementation will follow the Law on Organization of Local Government, and specific allocation regulations will be under the authority of local authorities based on the application of the circular's framework.
