On April 4, Prime Minister Pham Minh Chinh chaired the regular Government meeting in March 2026 and the Government-Local Government Online Conference.
Concluding the meeting, the Prime Minister took the time to respectfully send his thanks and gratitude to the leaders, agencies in the political system, the entire people, the business community and international friends and partners.
The Prime Minister reiterated that exactly 5 years ago, on April 5, 2021, he was elected Prime Minister and on April 6, 2021, the Government was consolidated.
According to the Prime Minister, in the past 5 years, the situation has had opportunities, advantages and intertwined difficulties and challenges, but in general, more challenges and difficulties are than opportunities and advantages; although having to overcome many "reverse winds", the socio-economic ship of our country has safely docked, basically achieving the set goals as assessed by the Central Government, the National Assembly and agencies.
On this occasion, on behalf of the Government, the Prime Minister expressed his deepest gratitude to the Central Executive Committee, the Politburo, the Secretariat, the General Secretary, key leaders, Party and State leaders, the Vietnam Fatherland Front, agencies, units, localities and the entire people; press agencies, journalists, reporters who are always side by side, sharing joys and sorrows with the Government and Government members in difficult, arduous and challenging times.
The Prime Minister sent his gratitude to the business community at home and abroad for accompanying the Government in recent years; thanked friends and international partners for their very effective assistance to Vietnam in times of difficulties regarding vaccines, gasoline and oil...
In particular, the Prime Minister sent his gratitude and thanks to all people across the country for sharing, helping, and supporting the Government over the past 5 years and throughout the process of maturity and growth of the Government over 80 years since its establishment to date.
The Prime Minister believes and hopes that the new Government of the next term will continue to inherit, respect, and promote the good traditions of the Government through periods, overcome limitations and inadequacies to excellently complete the tasks assigned by the Party, State and people, with the spirit that the results of the following year, the next term must be higher than the previous year, the previous term.

In the coming time, the Prime Minister emphasized the need to accelerate the commencement and construction of component projects 2 and 3 of railway lines connecting with China. Focus on resolving legal obstacles for prolonged backlog projects, contributing to releasing resources and preventing continued waste.
Decisively cut 50% of processing time, 50% of administrative procedure compliance costs in 2026 compared to 2024 (both centrally and locally); strive to continue to cut at least 30% of conditional business lines.
Continue to decentralize administrative procedures, ensuring that the ministry level only implements less than 30% of the total number of administrative procedures under management, completed in the second quarter of 2026. Effectively utilize the function of using existing headquarters, without wasting.
Promptly resolve backlog and prolonged projects: Focus on building and implementing solutions to handle obstacles for renewable energy, infrastructure, real estate, commercial, service projects..., contributing to releasing resources and promoting growth.
The Ministry of Education and Training is well prepared to implement a unified set of textbooks from the 2026-2027 school year and the high school graduation exam and university entrance exam in 2026.
The Ministry of Health promotes the deployment of electronic health records and electronic medical records nationwide; organizes periodic health check-ups or free screening for people at least once a year according to priority groups and roadmaps.
The Ministry of Construction strives to complete over 110,000 social housing apartments this year.
