On May 20, Politburo member and Prime Minister Pham Minh Chinh chaired a conference to promote public investment growth momentum in 2025.
In his concluding remarks, Prime Minister Pham Minh Chinh acknowledged, commended and highly appreciated the results that ministries, branches and localities have strived to achieve, especially 10 ministries, agencies and 36 localities with disbursement rates above the national average.
The Prime Minister especially commended the cadres, workers and laborers at the construction sites; at the same time, thanked the people for giving up the land, places to eat, live in, places to live, worship... for the projects.
According to the Prime Minister, this shows trust in the Party and State, contributing significantly to promoting growth, stabilizing the macro economy, developing strategic infrastructure, building and developing the country in the new era.
In addition to the achieved results, the Prime Minister stated that public investment disbursement still has many shortcomings and limitations that need to be seriously overcome.
To date, there are still 17 ministries, central agencies and 21 localities that have not fully allocated the capital plan assigned by the Prime Minister with a total capital of nearly VND 8,000 billion, which must be allocated in May.
There are 37/47 ministries, agencies and 27/63 localities with disbursement rates below the national average, in which some units are allocated large capital but the disbursement rate is low.
The disbursement progress of some important national projects, key projects in the transport sector, and inter-regional transport projects under the management of localities is still low.
According to the Prime Minister, public investment capital disbursement still faces some difficulties such as site clearance, technical standards, supply of raw materials, and ODA capital disbursement.
Inspection and urging work is sometimes still lax; some ministries, agencies and localities are not proactive, resolute, and even have a mentality of avoiding, shirking responsibility, and waiting for direction. The implementation of the conclusions and instructions of the Government and the Prime Minister is sometimes and in some places still slow.
The Prime Minister said that discipline and order are not strict in some places, sometimes; investment preparation for some projects is still sketchy; coordination between agencies and localities is still lacking in tightness.
From there, the Prime Minister said that it is necessary to strengthen leadership, direction, promote the role of leaders in decentralization, delegation of authority, and institutionalization of responsibilities. Localities need to be self-reliant, self-reliant, dare to think, dare to do, dare to take responsibility.
There must be high determination, great efforts, drastic actions, inspection, urging and timely resolution of difficulties, problems and bottlenecks.
The Prime Minister emphasized the determination to disburse 100% of the assigned plan to promote growth, create jobs, jobs, and livelihoods for people, especially in disadvantaged areas.
At the same time, the Prime Minister directed the need to mobilize the entire political system to participate in site clearance; for difficult and complicated projects, the Party Secretary must directly direct; organize meetings to resolve problems related to planning, ministries and branches proactively handle issues according to their authority.
In addition, the Prime Minister requested the Ministry of Home Affairs and the Ministry of Finance to review the ministries, agencies and localities in performing the task of disbursing public investment capital, in the immediate future, it is the task of disbursing in 2024 and the tasks assigned by the Government and the Prime Minister, if not yet completed.
