Priority for key transport projects
For the investment project of landing for landing No. 2 of Phu Cat Airport, the Prime Minister directed Binh Dinh province to review costs and ensure investment efficiency; Urgently complete investment procedures, strive to start construction in August 2025.
The Ministry of Finance assigned and coordinated with Binh Dinh province and related parties to research and propose capital plans in the direction of the central budget to support 50% of the total funding.
Regarding investment in synchronous works at Phu Cat airport flight area, Binh Dinh province continues to study the policy of socialization and work with the Ministry of Construction to bring Phu Cat Airport into an international airport when eligible.
For Quy Nhon - Pleiku Expressway Project, the Ministry of Construction urgently implements the project and submits to the competent authority for consideration and decision on project investment policy in May May 525; strive to start the project in 2025.
The Ministry of Finance shall assume the prime responsibility for, and coordinate with the People's Committee of Binh Dinh Province and the Ministry of Construction to review the needs of capital use and consider and synthesize the project into the plan to use the central budget revenue increase in 2024, to report to the competent authorities. The spirit is the priority for the North - South highway.
Regarding the proposal to allocate capital for other transport infrastructure projects (the route connected from the North - South expressway to Phu My Industrial Park and Phu My Port; 5 routes connecting the North - South expressway and Highway 1 through the province; 2 sections of coastal routes), the Prime Minister said that the investment of projects as proposed as necessary.
However, these are projects managed by localities, in the context of limited state budget capital, Binh Dinh province needs to review and arrange a rational, focused investment priority, focus and proactively balance and allocate capital in the medium -term public investment plan for the period 2026 - 2030 to implement.
The Ministry of Finance shall assume the prime responsibility for, and coordinate with the Ministry of Construction and relevant agencies to consider and propose support plans in accordance with the balance of the central budget when there is source and report to the competent authority. The province must proactively approve the project and implement it according to its competence.
Building an administrative area in Nhon Hoi economic zone is suitable
Regarding the proposal to be removed from the mineral planning of areas overlapping with socio -economic development projects, the Prime Minister assigned the Ministry of Industry and Trade, the Ministry of Agriculture and Environment to urgently research and propose handling plans in the process of reviewing and submitting to the Prime Minister to adjust the planning of exploration, exploitation, processing and use of minerals in the period 2021 - 2030, vision to 2050.
The Prime Minister agreed on Binh Dinh's proposal on accelerating the progress, soon settling the proposals of localities related to the construction planning, urban planning, investment preparation ... so that the locality has the basis for implementing the next steps.
At the same time, the Ministry of Construction shall coordinate and guide Binh Dinh province in the process of organizing the task of making tasks and general planning projects to build Nhon Hoi Economic Zone, Tuy Phuoc New Urban Planning; speeding up the evaluation to submit to the Prime Minister for consideration and decision.
Regarding the proposal to consider and approve the construction of administrative areas in Nhon Hoi Economic Zone, the Prime Minister found that the investment in building an administrative area in Nhon Hoi Economic Zone in accordance with the planning of Binh Dinh province.
The Prime Minister directed Binh Dinh province to decide according to the competence of the construction of administrative areas in Nhon Hoi Economic Zone, ensuring consistent with the criteria, norms of use and law; ensure investment efficiency, avoid waste.
