On November 10, Politburo member and Prime Minister Pham Minh Chinh, Chairman of the Central Emulation and Reward Council attended the Ministry of Foreign Affairs' Patriotic Emulation Congress for the 2025-2030 period with the theme "Building a brave, disciplined, modern and professional Vietnamese foreign affairs sector; promoting the pioneering, important and regular role of foreign affairs and international integration for the cause of national construction and defense".
Over the past 5 years, the Ministry of Foreign Affairs has synchronously and effectively implemented foreign affairs work, achieving many outstanding results. During the COVID-19 pandemic, the Ministry has carried out "veshipping vaccines" abroad, mobilizing more than 258 million doses of vaccines and medical equipment worth 80 million USD.
The Ministry supports localities in signing more than 400 international cooperation memorandums of understanding, mobilizing 73 countries to recognize market economic regulations for Vietnam, promoting new forms of diplomacy such as health diplomacy, environment, agriculture and technology.
The Ministry of Foreign Affairs has chaired and advised on the issuance of 17 resolutions, conclusions and directives on foreign affairs issues; organized more than 340 important bilateral and multilateral activities, including more than 80 visits by key leaders and 100 international delegations.
Vietnam has upgraded its relations to a Comprehensive Strategic Partnership with 11 countries, a Strategic Partnership with 6 countries and a Comprehensive Partnership with 4 countries, forming the most favorable foreign situation since the Doi Moi.
The Ministry also contributes to Vietnam's successful assumption of international roles such as non-permanent member of the United Nations Security Council (2020-2021), ASEAN President 2020, member of the United Nations Human Rights Council (2023-2025, re-elected 2026-2028). Vietnam won 9 important mechanisms of UNESCO and successfully mobilized the initiative " international decade of culture for sustainable development".
Speaking at the Congress, the Prime Minister summarized the results of the emulation movement of the Ministry of Foreign Affairs in 5 key phrases: " Maintaining the environment; Expanding the situation; Enhancing strength; Promoting role; Building foundation".
Along with national defense and security, diplomacy has maintained a peaceful, stable environment, protecting independence and sovereignty; expanding favorable foreign relations; enhancing national position and strength; promoting an active role in the international community; building a comprehensive, modern and professional diplomacy.
The Prime Minister requested the Ministry of Foreign Affairs to enhance the effectiveness of economic diplomacy, science - technology, culture, foreign information, Consularism and citizen protection, in order to attract high-quality investment, expand import-export markets, and serve three strategic breakthroughs.
The Prime Minister proposed implementing "3 good deeds" in the spirit of "3 emulation".
The three good deeds include: Doing well regular work according to functions and tasks; Doing well the role of domestic and international connectivity; Doing well the international mission, raising the level of multilateral diplomacy of Vietnam.
The three races are: Emulation to innovate strategic thinking and creative actions; Emulation to foster partnerships, trust and international friendship; Emulation to promote the development of science, technology and national digital transformation.
The Prime Minister believes that with the glorious tradition of 80 years, the diplomatic sector will continue to promote its pioneering, united, creative role, making even greater achievements, contributing to the whole country firmly entering an era of strong, civilized and happy development.
