Standing Deputy Prime Minister Pham Gia Tuc has just signed Official Dispatch No. 31/CD-TTg dated April 18, 2026 of the Prime Minister on the implementation of amnesty work in 2026.
In the Official Dispatch, the Prime Minister requested the Ministry of Public Security to perform well the function of presiding over advising the Government and the Prime Minister on special amnesty and the task of the Standing Committee of the Advisory Council for Special Amnesty; is responsible for directly directing the consideration of special amnesty proposals for prisoners serving prison sentences in prisons and temporary detention centers managed by the Ministry of Public Security.
Urge, guide, and inspect ministries, branches, and localities to implement; promptly remove difficulties and obstacles arising, cases exceeding authority, and report to the Prime Minister and the Amnesty Advisory Council for consideration.
The Ministry of National Defense is responsible for directly and closely directing the consideration of requests for special amnesty for prisoners serving prison sentences in prisons and temporary detention centers managed by the Ministry of National Defense.
It is proposed that the Supreme People's Court directly direct and guide the People's Courts and Military Courts at all levels to preside over the consideration of special amnesty proposals for people who are being temporarily suspended from serving prison sentences.
The Ministry of Culture, Sports and Tourism directs press agencies to fully report the content of documents on amnesty in 2026 so that all people and prisoners, people who are being temporarily suspended from serving prison sentences understand the conditions, procedures, and processes for considering amnesty so that they can protect their legitimate rights and interests.
At the same time, supervise the activities of functional agencies, avoid confusion and errors, and contribute to raising awareness and responsibility of all levels, sectors, social organizations and the people to eliminate feelings of inferiority towards people granted amnesty and pay attention to creating conditions to help them integrate into the community.
Ministries, branches, and agencies have stated in Guidance No. 33/HD-HĐTVĐX dated April 11, 2026 of the Amnesty Advisory Council to have specific plans to implement assigned tasks; organize dissemination, thorough understanding, and ensure that the Amnesty work is carried out uniformly, safely, publicly, and transparently, according to strict procedures, for the right subjects, conditions, and legal regulations; ensure the legitimate rights and interests of prisoners and people who are being temporarily suspended from serving prison sentences, absolutely not allowing negativity or errors to occur.
Chairmen of People's Committees of provinces and cities direct sectors and commune-level People's Committees to coordinate with the Fatherland Front and relevant agencies and organizations to strictly implement Decision No. 457/QD-CTN of the President on amnesty in 2026 and Guidance No. 33/HD-HDTVĐX of the Amnesty Advisory Council.
In which, directing the Department of Culture, Sports and Tourism to closely coordinate with the Provincial Party Committee's Propaganda and Mass Mobilization Board, City Party Committee, and local press agencies to widely propagate on amnesty work in the mass media.
Direct relevant departments, branches and commune-level People's Committees within their functions and tasks to provide complete information, documents, certificates, confirmations and other necessary documents related to people proposed for special amnesty.
Directing provincial-level police to coordinate with departments, branches, unions, and social organizations in localities to effectively manage, educate and help people granted special amnesty; firmly grasp the situation and developments of the number of people granted special amnesty returning to reside in the locality, not allowing it to affect national security and social order and safety; promptly and strictly handle those who commit crimes and violate the law.
