The reform of salaries and allowances for cadres, civil servants, public employees, and armed forces, associated with the arrangement of the apparatus, will be implemented in accordance with the 2-level local government model and streamlining staff.
An important task that the Ministry of Home Affairs will implement in March and April is to continue to implement the preliminary review plan for the implementation of Resolution No. 27-NQ/TW on salary policy reform and Resolution No. 28-NQ/TW on social insurance policy reform.
This task will be carried out in parallel with the implementation of the content of salary policy reform according to Conclusion No. 83-KL/TW dated June 21, 2024 of the Politburo.
The preliminary summary content focuses on evaluating the results of 8 years of implementing Resolution 27, including the implementation of general objectives and specific objectives of the current national salary policy.
For the public sector, agencies need to assess the adjustment of the base salary level, the development of a new salary regime associated with the roadmap for administrative reform, staff streamlining, organizational structure arrangement and innovation of public non-business units.
An important content required is to compare the lowest salary level of cadres, civil servants, and public employees with the lowest average salary level of regions in the business sector, based on 2025 data.

At a working session with the Ministry of Home Affairs, the Ministry of Ethnic Minorities and Religions, and the Government Inspectorate on April 17, Politburo Member, Prime Minister Le Minh Hung said that recently he had directed the Ministry of Finance to cut recurrent expenditures; not to cut wages, social security, and expenditures for key issues.
Therefore, it is necessary to minimize expenditures for meetings, seminars, and unnecessary investment procurement to allocate resources for priority tasks, including salary reform plans.
The Prime Minister assigned the Ministry of Home Affairs to prepare very carefully for salary reform because this is a very large impact issue. It is necessary to synchronize both salaries, allowances and related regimes from the Central to local levels, in all 3 blocs including the Party bloc, government and Fatherland Front, socio-political organizations.
According to information from the Ministry of Home Affairs, the salary reform roadmap is identified to include the main contents:
- Develop 5 new salary scales for different target groups;
- Completing the allowance and bonus regime;
- Regulations on salary grade promotion and funding sources for implementation;
- Manage salaries and incomes associated with work efficiency.
These are the steps identified in the process of preparing to implement a comprehensive salary reform in the spirit of Resolution 27.
According to information from the Government Electronic Information Portal on April 18, the Ministry of National Defense is studying and seriously implementing Resolution No. 27-NQ/TW on salary policy reform for cadres, civil servants, public employees, armed forces and employees in enterprises.
The Ministry of National Defense proposes that the Central Government consider and direct the removal of difficulties and obstacles, and soon fully implement the contents of salary policy reform, ensuring that salaries become the main income, enough to live on and have savings so that cadres, employees, soldiers, and workers have the motivation to contribute and stick to serving in the Army for a long time.
Accordingly, the review, adjustment, and completion of the salary scale of the armed forces and key forces is based on the view that salaries must be linked to the working position, reflecting the rank in leadership, command and professional, nghiệp vụ, and technical qualifications of the position and title being held.
The review and adjustment ensures inheritance, overcomes the limitations and inadequacies of the current salary scale; is suitable for the socio-economic conditions of the country; contributes to attracting and preserving human resources, meeting the requirements and tasks of building forces, consolidating national defense and security, being ready to fight and fight to protect the Fatherland in the new situation.
