The Prime Minister has signed and issued disciplinary decisions against Deputy Minister of Finance Vo Thanh Hung and two former Deputy Ministers Huynh Quang Hai and Do Hoang Anh Tuan.

On September 18, the Office of the Government announced that Permanent Deputy Prime Minister Nguyen Hoa Binh signed the Prime Minister's decisions to discipline the former Deputy Minister and Deputy Minister of Finance.

In Decision No. 995/QD-TTg, the Prime Minister decided to discipline Mr. Vo Thanh Hung - Deputy Minister of Finance by reprimand for violations and shortcomings in his work and was subject to party discipline.

In Decision No. 993/QD-TTg, the Prime Minister decided to discipline Mr. Huynh Quang Hai - former Deputy Minister of Finance - with a Warning for violations and shortcomings in his work and was subject to Party discipline.

In Decision No. 994/QD-TTg, the Prime Minister decided to discipline Mr. Do Hoang Anh Tuan - former Deputy Minister of Finance - by reprimand for his violations and shortcomings in his work and was subject to party discipline.

The disciplinary period is calculated from the date of announcement of Decision No. 1543-QD/UBKTTW dated June 26, 2024 of the Central Inspection Committee.

Previously, at the 42nd Session, the Central Inspection Committee reviewed and concluded the following contents:

Implementing the conclusions and directions of the Central Steering Committee on preventing and combating corruption and negativity, after reviewing the inspection results when there are signs of violations and the review results, proposing disciplinary action against the Party Executive Committee of the Ministry of Finance, the Central Inspection Committee found that:

The Party Executive Committee of the Ministry of Finance violated the principle of democratic centralism and working regulations; lacked responsibility and slackened leadership and direction, allowing the Ministry of Finance and a number of organizations and individuals to violate Party regulations and State laws in state management and advice, promulgation of mechanisms and policies on issuance and trading of individual corporate bonds, including enterprises belonging to Van Thinh Phat Group and An Dong Group; in state management of the budget related to the International Progress Joint Stock Company (AIC) and enterprises in the AIC ecosystem.

The above violations have caused serious consequences that are difficult to overcome, with the risk of loss and waste of large amounts of state budget and damage to bond investors, negatively affecting the investment and business environment and social order and safety, causing negative public opinion, resentment, and reducing the prestige of party organizations and state management agencies, to the point where disciplinary action must be considered.

The main responsibility for the above violations and shortcomings belongs to the Party Committee of the Ministry of Finance for the 2016-2021 term and Mr. Vo Thanh Hung - Member of the Party Committee, Deputy Minister; Mr. Huynh Quang Hai and Mr. Do Hoang Anh Tuan, former Deputy Minister.

Considering the content, nature, level, consequences, and causes of the violation; based on Party regulations, the Central Inspection Committee decided to take disciplinary action: Warning Mr. Huynh Quang Hai; reprimand Mr. Do Hoang Anh Tuan and Vo Thanh Hung.
