Continuing the program of the 9th Extraordinary Session of the 15th National Assembly, on the afternoon of February 14, the National Assembly discussed in groups the additional project on socio-economic development in 2025 with a growth target of 8% or more; Investment policy for the investment project to build the Lao Cai - Hanoi - Hai Phong railway line; Draft Resolution of the National Assembly to pilot a number of specific mechanisms and policies, especially to develop the urban railway network system in Hanoi and Ho Chi Minh City.
Speaking at the group discussion session, Prime Minister Pham Minh Chinh stated that the world situation is changing rapidly with many challenges. During this term, the country has faced many challenges, such as the COVID-19 pandemic, regional conflicts, supply chain disruptions, global production and value chains, the impact of Typhoon Yagi, etc.
The Prime Minister emphasized that promoting growth to achieve two hundred-year goals (100 years of the founding of the country and 100 years of the founding of the Party) is an objective and inevitable requirement. However, the country has a modest economy, limited resilience and high openness, the economy is changing, making it very difficult to achieve these goals.
According to the Prime Minister, to achieve the goal of national growth, growth of growth sectors and growth of enterprises is a task not only of the Central Government, but has been specifically assigned to each ministry, locality and enterprise.
To achieve the common goal, the Government will implement policies to promote credit with high growth rates, combined with adjusting fiscal policies, balancing budget revenue and expenditure and applying tax and fee incentives to support businesses and people in production and business. The Prime Minister also said that to achieve the growth target, it is necessary to accept partial sacrifice, with higher inflation.
Another important solution is to promote public investment in the context of slow capital disbursement. The Prime Minister emphasized the need to remove obstacles and at the same time amend many related laws such as the Law on Public Investment, the Law on Bidding, and the Law on Investment to improve efficiency and promote public investment leading private investment.

In addition, three strategic breakthroughs will also be focused on, including: institutional breakthrough, strategic transport infrastructure breakthrough and high-quality human resource breakthrough.
In particular, for transport infrastructure, the Government will deploy important railway lines such as the Lao Cai - Hanoi - Hai Phong route and the urban railway system in Hanoi and Ho Chi Minh City.
The implementation of these projects will go hand in hand with technology transfer, human resource training and reasonable capital use. At the same time, the Government will have specific mechanisms and policies to speed up progress, reduce costs, avoid capital increase, and extend implementation time. Inspection and supervision work will also be strengthened to ensure investment efficiency.
One of the important solutions emphasized by the Prime Minister is to both promote traditional growth drivers such as investment, export, and consumption, and strongly promote new growth drivers, including science and technology and innovation.
The Government will institutionalize and develop an action program to implement Resolution 57 of the Politburo on science, technology and innovation. The goal is to improve labor productivity, promote rapid and sustainable development.
Emphasizing that implementation is a weak link, the Prime Minister said that the most important thing is to manage and operate effectively. "We have gained a lot of experience from the construction of the 500kV line, which has been shortened for 6 months. The construction of Long Thanh airport is also a typical example. Previously, the project also encountered many problems, and the implementation method was not scientific. But in the past 2 years, we have actively implemented it. This shows that the problem lies in management, need to organize scientific and courageous implementation.
This is not only the responsibility of the Central Government but also of ministries, branches and localities. When there is an agreement, we can only move forward, not backtrack. All for the development of the country," the Prime Minister added.
Regarding the reform of the state apparatus, Prime Minister Pham Minh Chinh gave an example of removing district-level police, saying that when implementing this change, some cadres will be transferred to the province, while the majority of the rest will work at the grassroots level. The Prime Minister emphasized that everything comes from the grassroots, where people live, and it is here that the development and happiness of the people are truly guaranteed.
The Prime Minister also emphasized that from now on, we must reform the organizational apparatus, not only reform mechanisms but also improve efficiency, reduce administrative procedures, and eliminate the mechanism of asking for and giving. Reform is for development, the goal is to make people happy, prosperous, the country is strong and prosperous.
