At the 9th Extraordinary Session of the 15th National Assembly on the morning of February 12, the National Assembly discussed the draft Law on amending and supplementing a number of articles of the Law on Organization of the National Assembly and the draft Law on Promulgation of Legal Documents (amended).
Speaking at the meeting, Prime Minister Pham Minh Chinh emphasized that this is a "revolution" in organizational structure.

“This is the Party’s major policy. In fact, we are almost done. We will try to finish this session and organize the new organization. In February 2025, we will complete all the organizations and put them into operation in March, preparing for party congresses at all levels,” said the Prime Minister.
The Prime Minister noted that when the new apparatus comes into operation, there will inevitably be problems and difficulties. Reality always poses problems that can be favorable or difficult, and we must be ready to solve them.
For effective implementation, the Prime Minister emphasized the principle of "right role, right task" and the spirit of decentralization. Accordingly, localities decide, implement and take responsibility; at the same time, it is necessary to cut down on administrative procedures and reduce compliance costs for people and businesses. These are basic principles that need to be closely followed for effective implementation.
Citing the fact that the Government must issue regulations to respond to epidemics and natural disasters, Prime Minister Pham Minh Chinh said:
"A few years ago, during the COVID-19 pandemic, the Government had to issue a resolution to do it, but people were dying and it was impossible not to do it. The National Assembly could not meet yet, so the Government, as the executive body, had to do it. Like the recent Typhoon Yagi, with such heavy rain and floods, whether to destroy the dam or not, whether to evacuate people or not, because there were tens of thousands of people evacuating at night. Someone had to decide. This place had to be clear, meeting practical needs, and the issue of fluctuations needed to be delegated to the executive body."
The Prime Minister also emphasized the need to supplement the Government's resolution as a legal document, because there are individual issues that must be handled immediately. The Government must meet for 1 hour, 1 night to make a decision, but if it issues a document that is not legal, who would dare to do it? "There are issues that need to be resolved immediately, urgently at the necessary time, so the Government's resolution is very necessary. This is a practical problem, a problem that we must solve" - Prime Minister Pham Minh Chinh said and believed that the law needs to stipulate a principled framework, leaving room for the executive agency to flexibly implement effectively, as long as there is no embezzlement, corruption, or group interests.
The head of the Government also said that it is necessary to create space for creativity and protect creators, accept risks, as Resolution 57 recently said, accept risks, and not prosecute people who do not have a profit motive.
Regarding the process, the Prime Minister noted that it is necessary to be quick, make early decisions, value time and intelligence, promote individual and collective responsibility, but have a mechanism to protect those people.
"I say that so that when designing laws, there must be space for creativity, more decentralization, and reduced administrative procedures" - the Prime Minister emphasized.
