In the morning, National Assembly deputies will discuss in groups the Draft Law on Government Organization (amended); the Draft Law on Local Government Organization (amended); and the Draft Resolution of the National Assembly regulating the handling of a number of issues related to the reorganization of the state apparatus.
In the afternoon, the National Assembly will listen to the Minister of Transport present a Report on the investment policy for the Lao Cai - Hanoi - Hai Phong railway construction project; a Report on the National Assembly's draft Resolution on piloting a number of specific and special mechanisms and policies to develop the urban railway network system in Hanoi, Ho Chi Minh City, etc.
Following the session's agenda, the National Assembly will discuss in the hall the draft Law on Promulgation of Legal Documents (amended) and the Minister of Justice will speak to explain and clarify a number of issues raised by National Assembly deputies.
At this session, the National Assembly will work for 6.5 days, from February 12 to February 19, 2025, including working all day on Saturday to review and decide on many contents.
Speaking at the opening of the session, National Assembly Chairman Tran Thanh Man emphasized: "The 9th extraordinary session is of great significance, urgently considering and deciding on many urgent issues to serve the revolution of reorganizing and streamlining the apparatus, meeting the very high requirements of the country in the new era. This is an issue that is receiving high consensus and support from cadres, party members and people, and also creating a premise for organizational and personnel work at the 14th National Congress of the Party; election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term".
Also at this session, the National Assembly will consider and pass 4 draft laws and 7 resolutions to promptly remove difficulties and obstacles to promote the country's socio-economic development and specific mechanisms and policies for a number of projects and works,...
In addition, the National Assembly will consider, decide, and promptly remove difficulties and obstacles in institutions and policies, create breakthroughs to perfect infrastructure, promote resources, and create new development spaces, in order to successfully implement the goals set by the 13th National Party Congress.
