The Prime Minister said that the Government will focus on implementing solutions to synchronously improve 7 competency factors to achieve double-digit growth targets.

On September 16, at the Ho Chi Minh National Academy of Politics, Politburo Member, Prime Minister Le Minh Hung exchanged and conveyed the topic "Improving the Government's management capacity, creating a strong breakthrough for rapid, sustainable and double-digit growth" to trainees participating in the Training and Knowledge Update Program for members of the 14th Party Central Committee.

The topic "Improving the Government's management capacity, creating a strong breakthrough for rapid, sustainable development and double-digit growth" is built on the basis of combining both theory and practice for shaping modern national governance methods, creating development, clearing bottlenecks, and releasing all resources to achieve double-digit growth in the period 2026-2031 and the following years.

The topic includes the following parts: Basic factors in the Government's management capacity; practice of the Government's management work; some key bottlenecks and obstacles; key tasks and solutions for the coming time; organization of implementation.

The Prime Minister has focused on analyzing 7 main content groups, which are also 7 important factors in the Government's management capacity:

(i) Capacity to analyze, forecast strategically, orient and respond to policies;

(ii) Capacity to build and improve institutions and policies;

(iii) Capacity to organize implementation, coordinate levels, sectors, and coordinate with agencies in the political system;

(iv) Capacity to mobilize, allocate and use resources effectively;

(v) Data-based operational capacity and technology application;

(vi) Capacity to create social consensus and fulfill accountability;

(vii) Capacity to assess, supervise, and control implementation.

This is also the framework for analysis and evaluation of the topic, and also the basis for identifying tasks and solutions to improve the Government's management capacity, creating a strong breakthrough for rapid, sustainable and double-digit growth.

The Prime Minister said that immediately after consolidation, the Government for the 2026-2031 term has focused on innovating leadership, direction, and administration methods, identifying this as a key stage to implement the goals and tasks in the Resolution of the XIV Congress and Conclusion No. 18-KL/TW of the 2nd Central Conference.

The results achieved in the first months of 2026 are an important foundation, but also show that we still have a lot of work to do and must do better, faster, and more effectively.

In the coming time, to effectively organize the implementation of tasks and ensure the long-term and sustainability of the double-digit growth target, the Government will focus on implementing solutions to synchronously improve 7 competency factors.

The Prime Minister requested to thoroughly grasp and seriously and drastically implement the viewpoints, tasks, and solutions set out to improve the management capacity of the Government and authorities at all levels.

Focus on directing and operating synchronously and effectively the Resolution of the 14th National Congress, Conclusion No. 18-KL/TW, Resolutions and Conclusions of the 3rd Central Committee Conference, along with the action program of the Government and of each ministry, sector, and locality, making maximum efforts to successfully complete the development goals and tasks.
