On the afternoon of June 28, in Hanoi, Politburo member and Prime Minister Pham Minh Chinh chaired the 12th meeting of the Central Emulation and Reward Council.
Minister of Home Affairs Pham Thi Thanh Tra said that in the first 6 months of this year, emulation and reward work has been carried out with focus, key points and efficiency. The Prime Minister launched the "digital education movement" with the goal of helping people, especially those with limited access to technology, grasp and master digital technology; the "national emulation movement for innovation and digital transformation" to promptly implement Resolution No. 57 of the Politburo.
According to the Minister of Home Affairs, the emulation movement "The whole country joins hands to eliminate temporary and dilapidated houses" in 2025, up to now, the whole country has supported nearly 263,000 temporary and dilapidated houses, reaching 94.7%.
The movement "Promoting the development of synchronous and modern infrastructure, competing to practice thrift and combat waste" has achieved many important results.
To date, 19 component projects/projects of important national works and projects have been put into operation, of which completion and operation has increased the total number of expressways nationwide from 1,327 km to 2,268 km.
The organization of a summary of the movement "The whole country joins hands to build new rural areas", the movement "For the poor - leave no one behind" in the period of 2021 - 2025 nationwide has affirmed that Vietnam has become a world model in implementing the goals of the 21st century...
In his concluding remarks, Prime Minister Pham Minh Chinh said that in addition to the achieved results, emulation and reward work also revealed some limitations.
The emulation movement of some ministries, departments, branches and localities has not brought practical results, and has not become a driving force to motivate collectives and individuals to strive to fulfill political tasks and key programs of each agency and unit.
The work of detecting, fostering, evaluating and replicating advanced models is still slow, the effectiveness is not high, especially the organization of emulation with advanced models...
The Prime Minister emphasized that we must absorb President Ho Chi Minh's teachings: "Emulation is patriotism, patriotism must emulation. And those who compete are the most patriotic" to mobilize the strength of the great national unity bloc, the participation of the entire political system, with high determination, great efforts, drastic, dynamic, creative, effective and practical actions...
Regarding the key tasks and solutions for the last 6 months of 2025, the Prime Minister requested to continue promoting patriotic emulation movements, launching a peak emulation campaign, and making achievements to celebrate major holidays and important political events of the Party, State, country, and nation.

Successfully organized the 11th National Patriotic Emulation Congress to create new momentum and motivation, contributing to consolidating and promoting the endogenous strength of the entire nation.
Prime Minister Pham Minh The Government requested the organization and launching of a movement on the whole people competing to get rich and contribute to building the country in the spirit of inheriting and promoting the emulation movements that have been implemented to effectively implement Resolution No. 68 of the Politburo on private economic development.
