On the afternoon of June 22, Politburo member and Prime Minister Pham Minh Chinh chaired a national conference to summarize the National Target Program on New Rural Development, the National Target Program on Sustainable Poverty Reduction, the Movement "The whole country joins hands to build new rural areas", the Movement "For the poor - No one is left behind" for the period 2021-2025.
In his concluding remarks, Prime Minister Pham Minh Chinh affirmed the correctness and necessity of summarizing the Programs in June 2025 (6 months ahead of schedule) and before the whole country operates the 2-level local government model from July 1, 2025.
According to the Prime Minister, practice shows that the development and implementation of Resolution 26-NQ/TW on agriculture, farmers and rural areas is correct, accurate, appropriate, and has brought very positive results.
This contributes to restructuring and developing the country's economy in a fast and sustainable direction.
Infrastructure for transportation, irrigation, healthcare, culture, education, electricity - roads - schools - stations, rural appearance, material and spiritual life of rural people have also been comprehensively improved.
In addition, Vietnam has become a world model in implementing Millennium Goals, including poverty reduction, rural development, and clean water supply.
To achieve the set goals, the Prime Minister emphasized that the entire political system (committee, government, Fatherland Front and socio-political organizations) need to focus on implementing "4 steps of acceleration".
In particular, promoting institutional improvement to serve farmers as the center, the subject, agriculture as the driving force, rural areas as the foundation of development.
Promote the development of strategic infrastructure for agriculture, farmers and rural areas.
Promote the construction and development of human factors, specifically farmers in accordance with the new revolutionary stage, new development, and 2-level local government.
In particular, promoting the diversification of agricultural products to suit the needs and benefits of Vietnamese people and global consumers; diversifying the supply chain in agriculture; diversifying agricultural export markets.
For farmers, the Prime Minister proposed implementing "3 pioneers" such as pioneering poverty reduction and emulation to get rich from the hands, mind, soil, sky frame, sea gate; pioneering in building civilized farmers; pioneering green, sustainable production, digital transformation and especially implementing the digital education movement of the Binh Dan, building a digital economy, digital government, digital society, digital citizens.
The Prime Minister requested to urgently focus on developing national target programs for new rural construction and sustainable poverty reduction for the period 2026-2035 in the direction of integration.
Mobilize the entire political system to participate with high determination, great efforts, drastic actions, clearly assign 6 tasks: Clear people, clear work, clear time, clear responsibility, clear products, clear authority.
The Prime Minister said that in the current context, it is necessary to use state resources to play the role of "prey", guide and activate all social resources, call for solidarity and cooperation from everyone, of businesses, and promote public-private cooperation.
At the conference, the Ministry of Home Affairs announced the decisions of the President and the Prime Minister to reward 306 outstanding collectives and individuals in implementing the National Target Programs and emulation movements.
Accordingly, 31 districts of 12 provinces, including 12 districts meeting advanced new rural standards and 19 districts meeting new rural standards, were awarded the President's 3rd Class Labor Medal; 275 collectives and individuals were awarded the Prime Minister's Certificate of Merit.
