Standing Deputy Prime Minister Nguyen Hoa Binh has just signed Official Dispatch No. 14/CD-TTg dated February 15, 2026 of the Prime Minister on focusing on definitively resolving prolonged backlog projects, urgently completing and putting them into operation and use to promote economic growth in the first months of 2026.
Over the past time, the Government and the Prime Minister have had many drastic directions to remove difficulties and obstacles for a large number of backlog projects that have been suspended for a long time.
Initially, many positive results have been achieved, such as removing obstacles for 5,203 projects, including 3,289 land projects with resources to unlock about 1.67 million billion VND.
In Resolution No. 23/NQ-CP of the regular Government meeting in January 2026, the Government assessed that the double-digit growth target for 2026 faces many challenges, the requirement to mobilize social investment resources is very large (35% of GDP) while capital mobilization costs tend to increase.
The slow completion of putting projects into operation and use is causing waste of resources, affecting the target of 10% GDP growth in the first quarter of 2026 and double-digit growth for the whole year.
To focus on thoroughly handling the existing problems of projects, the Prime Minister requests Ministers, Heads of ministerial-level agencies, agencies under the Government, and Chairmen of People's Committees of provinces and cities:
Thoroughly grasping the removal of difficulties for backlog projects is a key and urgent political task to combat waste and promote growth; ensuring responsibility, discipline, and the spirit of proactively resolving problems of people and businesses, unlocking and effectively using backlog resources for economic development goals; not legitimizing violations, and not creating new violations.
Effectively organize the implementation of Resolution No. 17/NQ-CP on deploying the removal of difficulties and obstacles for prolonged backlog projects; ensure that projects that need to be removed are not missed; fully update information on difficulties, obstacles, and project handling results to System 751.
Classify and immediately handle difficulties and obstacles of the project according to their authority with the spirit of local decision, local action, and local responsibility.
For projects under authority: Proactively resolve immediate obstacles and administrative procedures, absolutely not shirking or avoiding. Focus on handling obstacles for projects and works with large investment scale, public investment projects, social housing, energy, and real estate.
For projects exceeding authority: URGENTly report clearly the content of problems, propose specific solutions including amending legal regulations or issuing special mechanisms, send to the Ministry of Finance to summarize and report to Steering Committee 751 and the Prime Minister.
Focus highly, thoroughly handle the difficulties of projects and land according to Resolution 265/2025/QH15 of the National Assembly; fully report on projects eligible to apply Resolution No. 170/2024/QH15 on System 751 before February 25 for the Ministry of Finance to summarize and report to the Government.
Based on the guidance documents of the Ministry of Finance, the actual project implementation situation, proactively and thoroughly resolve difficulties and obstacles under the authority of the locality according to the provisions of current law.
The Ministry of Finance (the standing agency of Steering Committee 751) urges ministries, agencies, and localities to urgently implement this Official Dispatch, and report to the Prime Minister on contents beyond their authority.
