On August 7, at the Government Office, Prime Minister Phạm Minh Chính - Chairman of the Steering Committee for reviewing and handling obstacles in the system of legal documents, chaired the 2nd meeting of the Steering Committee.
According to the Government Office, on July 8, 2024, the Prime Minister and the Steering Committee held their first meeting to identify key tasks and solutions, including identifying tasks that the Ministry of Justice (the permanent member of the Steering Committee) and other ministries, sectors, and localities need to focus on.
Accordingly, reviewing and amending contents related to decentralization and delegation of power (ministries and sectors of the central government focus on managing state affairs, building mechanisms, policies, laws, planning, inspection, supervision, emulation and commendation, evaluation, and conclusion...).
Reducing and simplifying administrative procedures; abolishing the mechanism of asking and giving; combating harassment, obstruction, increasing costs for citizens and businesses; unlocking and effectively utilizing all resources for development, with public investment, state resources leading the way and activating all other legitimate resources, including foreign direct investment.
Based on the review, building a law to amend and supplement some laws with a simplified procedure to handle obstacles in accordance with the principle: Ministries and sectors are responsible for drafting laws to amend laws in their respective fields, reporting to the Government for consideration and submission to the National Assembly at the upcoming 8th session.
In his opening speech at the 2nd meeting, Prime Minister Phạm Minh Chính requested the Ministry of Justice to report on the progress and results of implementing the conclusions of the Prime Minister at the first meeting.
Specifically, assessing the situation of ministries and sectors in implementing tasks to handle the results of reviewing legal documents as mentioned in the reports on reviewing legal documents to serve Resolution 101/2023/QH15 and Resolution 110/2023/QH15 of the 15th National Assembly.
At the same time, reporting on the results of reviewing and consolidating urgent legal obstacles with a law-making nature, requiring focused research, removal, and proposing a plan for assigning ministries and sectors to research and handle.
From there, proposing effective and comprehensive solutions to implement the tasks assigned by the Government in Resolution 82/NQ-CP, Resolution 93/NQ-CP, and Decision 81 dated July 25, 2024, issuing the Plan of Action of the Steering Committee.
Based on the report of the Ministry of Justice, the Prime Minister requested the delegates to focus on discussing and providing direct opinions on the following contents: The structure, content, and main contents of the report.
Reviewing and re-evaluating whether the tasks at Decision 81 of the Steering Committee and the conclusions of the Prime Minister (Notification 322/TB-VPCP dated July 15, 2024, of the Government Office) have been implemented, whether there are obstacles, difficulties, causes, and solutions to overcome.
The Prime Minister also requested the delegates to consider and evaluate the current situation of handling documents after review in the past, proposing specific solutions to accelerate the pace and quality of document handling after review.
Considering the content of obstacles and shortcomings that the Ministry of Justice has consolidated, whether they have followed the guidance of the Steering Committee, and whether there are any contents that need to be handled immediately to promote growth, control inflation, and stabilize the macroeconomy.
Regarding the legal obstacles of 13 laws as reported by the Ministry of Justice, the Prime Minister requested the Ministry of Planning and Investment, the Ministry of Justice, and the Ministry of Finance to provide opinions on the progress and scope of amendments to remove obstacles immediately and submit to the National Assembly at the 8th session (October 2024).
