On the afternoon of August 31, Prime Minister Pham Minh Chinh chaired a conference to disseminate and implement Resolution No. 136/2024/QH15 of the National Assembly on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang City.
No perfectionism, no rush
Speaking at the Conference, Prime Minister Pham Minh Chinh highly appreciated the fact that since 2001, the city has proposed a plan to implement the "City of 5 Nos" program: No hungry households, no illiterate people, no beggars, no drug addicts in the community and no robbery or murder.
Da Nang continues with the program "City of 3 has": Having housing, having jobs and having a civilized and cultural urban lifestyle. In 2016, the City proposed the program "City of 4 safes": Security and order, traffic safety, food safety and social security.
Besides, Da Nang still has many difficulties and challenges in terms of environment, transportation, medical infrastructure, culture, sports, tourism, development of high-quality human resources, etc.
Therefore, we must be calm, persistent, steadfast, not perfectionist, not hasty, have appropriate and effective methods to promote different potentials, outstanding opportunities, competitive advantages and overcome difficulties and challenges.
According to the Prime Minister , the development of Da Nang and the implementation of Resolution 136 of the National Assembly have a full political, legal and practical basis with the resolutions of the National Congresses of the Party, the resolutions of the Central Committee, and the theoretical system on socialism and the path to socialism in Vietnam has been basically formed.
This is the basis for confidence in innovation, creativity, and creating a faster and more drastic breakthrough in the development of Da Nang.
Implement Resolution 136 in a systematic and systematic manner
The Prime Minister welcomed Da Nang for implementing Resolution 136 in a systematic and systematic manner, proactively ensuring a full legal basis and the most favorable conditions for the implementation of Resolution 136.
The Prime Minister emphasized that in the coming time, the effective implementation of Resolution 136 is very important for the development, breakthrough and leadership of Da Nang, opening up great opportunities for the city to unlock investment and financial resources, improve the investment and business environment, enhance competitiveness, build a streamlined apparatus, etc.
To make these things come true, Da Nang cannot do it alone, but must be self-reliant and self-reliant under the leadership of the Party, the management of the State, the companionship of the entire political system, the consensus of the people and businesses, and the support of international friends.
The Prime Minister believes that the ideology must be clear, the determination must be high, the effort must be great, the action must be drastic, focused, and decisive, doing things must be done thoroughly; saying must be done, committing must be done; only discussing doing, not retreating, going must be done, discussing must be clear, being determined must be successful, and going must be victorious. This spirit must be consistent throughout the entire political system and spread to the people and businesses.
There is not much time left from now until Resolution 136 officially takes effect (January 1, 2025); the Prime Minister requests that central ministries, branches and Da Nang City resolutely take action, actively coordinate, and promptly form a complete legal basis to implement Resolution 136 as soon as it takes effect.
According to the Prime Minister, the main idea in implementing Resolution 136, developing Da Nang is to strongly promote the spirit of self-reliance, self-strengthening, heroic historical traditions, solidarity, dynamism, initiative, creativity, effectively mobilizing resources, exploiting the unique potential, outstanding opportunities, competitive advantages of Da Nang to rise from its own endogenous strength, without waiting or relying on others.
